Request for Zone Change by John Harder and George T. Travess – Jo. No. 1999-09-0244
The Applicant, John Harder and Owner, George T. Travess, are requesting a Zone Change from CC to HDR for 3.568 acres located in area #2B of the East Main Refinement Plan (adopted, April
4, 1988). The property was originally part of a 25-acre parcel known as the Cascade Drive-in site. It was legislatively zoned HDR with the adoption of the East Main Refinement Plan
in 1988. On June 16, 1998 the property was included in a 5-acre parcel rezoned to Community Commercial (Journal No. 1998-04-0085). That Zone Change was part of the Development Area
Plan (DAP Jo. No. 1998-04-0082) for the entire 25-acre site. The current application request that the zoning be changed back to High Density Residential. (Gale)

LEGISLATIVE PUBLIC HEARING
DRINKING WATER OVERLAY DISTRICT –
The Drinking Water Protection Overlay Zone (Springfield Development Code Article 17) is the first measure to implement the Drinking Water Protection Plan adopted in May, 1999, and will
complete the Periodic Review requirement. The adoption of Article 17 creates drinking water protection zones within the City of Springfield and its urbanizable area. The regulations
within the DWP Overlay District supplement the regulations of the underling district. Article 17 establishes procedures and standards for the use of hazardous materials within the
zones. It is designed to be used as an application process in conjunction with Site Plan Review or Minimum Development Standards applications to protect from contamination the aquifers
used as the potable water supply sources for the City of Springfield. (Summers)
Draft Springfield Commercial Lands Study -
The SCLS will implement Policy 32 of the Eugene-Springfield Metro Area General Plan (Metro Plan) and update the commercial buildable lands inventory for the portion of the Metro Area
within Springfield’s urban growth boundary. The SCLS will help ensure that Springfield’s long-term supply of land available for commercial development is adequate to meet the community’s
commercial economic development needs in terms of both quantity and quality. (Julber)
