CITY OF SPRINGFIELD AND LANE COUNTY PLANNING COMMISSIONS 1. BUSINESS FROM THE AUDIENCE – 2. LEGISLATIVE PUBLIC HEARINGS – A. METRO PLAN AMENDMENT. SPRINGFIELD 2030 REFINEMENT PLAN LRP2009-00014 AND SPRINGFIELD DEVELOPMENT CODE AMENDMENTS LRP2009-00015 - The City of Springfield and Lane County propose to: Conduct a public hearing to receive testimony on the proposed Springfield 2030 Refinement Plan (SRP) and proposed Springfield Development Code Amendments. The Planning Commissions are asked to forward recommendations to their respective elected officials regarding co-adoption of a land use policy package that includes: 1. A parcel-specific plan diagram for Springfield’s metro jurisdictional area east of Interstate Highway 5 (Springfield 2030 Refinement Plan Diagram); 2. Selection of a preferred alternative for Springfield’s separate Urban Growth Boundary; 3. Springfield 2030 Refinement Plan text and appendices: Residential Land Inventory and Housing Needs Analysis, Commercial and Industrial Buildable Lands Inventory and Economic Opportunities Analysis, Economic Development Objectives and Strategies; and associated Metro Plan amendments; and 4. Amendments to the Springfield Development Code to implement Land Use Efficiency Measures. NOTE: Due to the complexity of these proposals and the anticipated interest of the community, the planning commissions are scheduled to continue this hearing to March 16, 2010. At the conclusion of public testimony tonight, February 17th, each planning commission will adopt a motion continuing the hearing until March 16, 2010 at 7:00 p.m. in the Council Chambers of Springfield City Hall, 225 Fifth Street, Springfield OR 97477. The record of this hearing will remain open during this period of continuance so all interested parties will be provided the opportunity to submit evidence into the record up until the close of the joint hearing on March 16, 2010. The planning commissions will consider the evidence in the record and will forward recommendations to their respective elected officials. This action is intended to occur at the conclusion of the public hearing on March 16th; however, in the event either of the planning commissions is not prepared to make a recommendation on March 16th, that planning The meeting location is wheelchair-accessible.
