SPECIAL JOINT REGULAR SESSION CITY OF SPRINGFIELD AND LANE COUNTY PLANNING COMMISSIONS 1. BUSINESS FROM THE AUDIENCE – 2. LEGISLATIVE PUBLIC HEARING – Subject: Amendments to the Public Facilities and Services Element of the Metro Plan and to the Public Facilities and Services Plan. Journal Number LRP2008-00016 Proposal: The applicant proposes to amend the Eugene–Springfield Metropolitan Area General Plan (Metro Plan) and the Public Facilities and Services Plan (PFSP) to: (1) add 24 significant projects to Table 6 of the Public Facilities and Services Plan including those with stormwater lines 36-inches in diameter or larger, detention basins, water quality facilities, or new outfalls; (2) delete three projects from Table 6 that have been completed; (3) modify 15 projects on Table 6 that have been re-configured or eliminated; (4) modify 18 projects on Table 18 that have been re-configured or eliminated; (5) modify Table 19 to reflect the current available funding sources for the stormwater projects; and, (6) update Map 3 and Map 8 in the Public Facilities and Services Plan to indicate the general location of the projects added to or removed from Table 6. The proposed amendments are consistent with the City of Springfield’s recently-adopted Stormwater Facility Master Plan, which updates and improves upon previous master plans for the city’s stormwater management system.
