a. GLENWOOD RIVERFRONT PLAN AMENDMENT – The Planning Commissions of the City of Springfield and Lane County are being asked to review a package of proposed amendments concerning “Subarea 8: The River Opportunity Area” in Glenwood, and forward a recommendation for approval to the Joint Elected Officials of the City
of Springfield and Lane County. The specific amendments proposed include the following:
Plan Diagram Amendments to the Metro Plan Diagram and the Glenwood Refinement Plan
Diagram to change the Plan Designations from “Commercial/ Industrial Multi Family Residential Mixed Use” to “Mixed Use/ Nodal Development;
Text amendments to Subarea 8 of the Glenwood Refinement Plan that will add policies to
guide the development review process within Subarea 8, and identify zoning districts that will
implement the mixed-use plan designation; and

An amendment to the Springfield Development Code to add a new article, Article 44:
Glenwood Riverfront (GR) Plan District”, with specific standards for development within the Subarea 8 boundaries.
The three actions above require a recommendation from the Planning Commissions and a final decision by the City Council and Board of County Commissioners.”
