Citizen Involvement Plan For Commercial/Industrial Buildable Lands Study / Goal 14 Analysis Project- The purpose of this Citizen Involvement Plan is to provide the Committee for Citizen Involvement (CCI) with an outline of the general process and concepts for public involvement on the CIBL / Goal 14 Analysis Project. Specific dates and times will be presented during a future meeting to review a detailed work plan for the project. At that time, target dates for work sessions, open houses, public hearings, etc. will be reviewed by the CCI. The Citizen Involvement Plan incorporates many aspects of public involvement which will involve citizens and stakeholders throughout the planning process. Staff is proposing that both a Stakeholder Committee and a Technical Advisory Committee be formed. The purpose of the Stakeholder Committee will be to provide ongoing guidance of key assumptions and review of information made throughout the process. The Technical Advisory Committee will provide feedback on technical issues related to the project; including, but not limited to new and existing infrastructure; economic growth trends, etc. An essential part of developing a community development strategy for Springfield will be establishing a vision for Springfield's future development. The Citizen Involvement Plan includes a visioning survey that will help identify broad issues of concern for residents of Springfield. The purpose of the survey is to get input on key community development and economic issues and opportunities. ECO will facilitate two – four public workshops, which will explore the broad issues identified in the visioning survey in further depth and focus on gathering public input on UGB expansion alternatives. The Citizen Involvement Plan also includes meetings throughout the process with both the Planning Commission and City Council to gather input at strategic points in the planning process.
