Citizen Involvement Plan for Franklin Boulevard Study, Stakeholders Advisory Committee Appointment The Transportation Division is kicking off a project to study future options for Franklin Boulevard in Glenwood and is seeking Planning Commission approval of a stakeholder advisory committee (SAC) to act as the project’s public involvement group in review and recommendation of project elements. The purpose of the Franklin Study is to assess the design, alignment, and traffic operations of Franklin Boulevard and the Franklin/McVay intersection and to investigate opportunities to improve the condition of this important corridor, both for through traffic and Glenwood Riverfront re-development. The project goal is to reach a preferred alternative for Franklin Boulevard improvement through an open public process, and to adopt the selected alternative as a refinement to TransPlan and the Glenwood Refinement Plan. Citizen Involvement Plan for Downtown Urban Renewal Public Involvement Plan – In the spring of 2007, at the direction of the Springfield City Council, City staff began to examine the option of urban renewal as a tool to promote Downtown Springfield’s revitalization and future development. The preparation of a citizen involvement plan is a necessary and prudent element in the establishment of a new urban renewal district to the Downtown area. The purpose of the Draft Downtown Springfield Urban Renewal Public Involvement Plan is to ensure that residences, property owners, businesses, and other interested parties have convenient opportunities to become fully informed about urban renewal projects. The Public Involvement Plan (PIP) also provides opportunities for citizens to provide input throughout the process.
