COMMITTEE FOR CITIZEN INVOLVEMENT
1. Citizen Involvement Plan for the Completion of the Springfield Portion of the Natural Resource Study -
In September, the City Council approved a staff proposal to separate the technical work for the Springfield portion of the NR Study from the work of Eugene and Lane County. The approved plan is for Springfield staff to proceed with the completion of the inventory work,
including its adoption, and several remaining elements of the study. The separation also allows the City’s wetland planning efforts to be wrapped into the riparian and upland
elements of the NR Study. NR Study issues are complex and require the input of the
community in arriving at sensible policies for valuing and protecting our natural resource sites.
Staff has proposed a plan for involving Springfield citizens, technical staff and stakeholders at key points in the study. These participants shall act as an advisory committee to staff as
the study proceeds, providing a valuable resource and sounding board for policy
development. The suggested composition of the advisory committee is meant to solicit the views of a variety interests. It is hoped that through the participation of persons with a
variety of views that the policies recommended by staff at the conclusion of the study will
have considered those vies and incorporate a consensus of opinions where possible. (Metzger)
