COMMITTEE FOR CITIZEN INVOLVEMENT
1. NPDES Storm Water Permit Public Involvement - In March 2003, the City will submit its
first ever Municipal Separate Storm Sewer System (MS4) storm water discharge permit application under the Federal Clean Water Act (CWA) National Pollutant Discharge Elimination System (NPDES) Phase II storm water rules. The Phase II storm water rules
require the City to develop and submit a Storm Water Management Program Plan (SWMPP) to the Department of Environmental Quality (DEQ) not later than March 2004. This plan
will guide future storm water management practices City-wide, and will require that the City
develop and implement programs to reduce storm water pollution to the ‘maximum extent practicable’ (MEP).
Springfield’s SWMPP must address the six required ‘minimum control measures’ proscribed in NPDES Phase II storm water rules. One of these minimum control measures is a provision
to ensure public involvement in the SWMPP development. A copy of the proposed Public
Involvement Plan (PIP) and Schedule is included as “Attachment 1”. The purpose of convening the Planning Commission in its role as the Committee for Citizen Involvement
(CCI) on February 4, 2003 is to review the PIP, which will then be forwarded to the DEQ as
part of the City’s MS4 storm water discharge permit application materials. Provisions of the City’s MS4 permit application and additional background on the City’s Water Resources
Program development are outlined in a separate memorandum to the Planning Commission. (Gottfried) .
