We can determine where the pipes are In the nght of way but not on the pnvate property We do know that an 8
Inch sanitary pipe extends south out of the manhole several feet then angles towards the house At the angle the
pipe size decreases We do not know much after that Since there IS an angle In the line It IS had to say where It
goes If there IS a clean out on the property the logical thing to do IS to draw a line between the angle location and
the clean out and assume the pipe IS straight We can assist In determining the pubiC Side of the sanitary pipes

1 Just wanted to give you an update regarding the sanitary sewer and easement Issue With thiS partlllon where we
Just received the DRC packet 1 have been diSCUSSing thiS With Greg from Maintenance on how we may be able
to assist Janice and her engineer With possible locates They are trying to obtain thiS Informallon so they can
show the easement locations on plans Greg Indicated they should be able to give them a locate Within the public
nght-of-way but for any alignment on pnvate property Will have to be done by her developer I engineer (BUilding
Department may be able to assist With possible plumbing records they may have on file) ThiS property IS unique
In the way services were allowed as I was told It was an emergency hook-up due to their septic failing due to
excessive storm water run-off from adjacent development but I don't have all the past details nor all the facts I
obtained thiS information from AI Peroutka, past City Engineer. but was unable to obtain any paper trail at thiS
pOint Unfortunately. we don't have any as bUilt Information for the work even In the public nght-of-way ThiS
Issue apparently has much history and unique circumstances Greg should be back In touch With me today or
tomorrow to diSCUSS further how the Maintenance DIVISion may be able to assist them With locates In the public
nght-of-way I spoke With Les Benoy thiS morning regarding the Issue of whether the sanitary sewer
should extend to the boundanes of their partition but a determination has been made that since they already
have sanitary sewer service to both dwellings. thiS addllional obligation Will not be Imposed on them unless It was
reqUired at the time the sanitary sewer service was constructed to serve their property

When I called over to Maintenance yesterday to ask Craig Fitzgerald about this Issue. they said you were actually
the person to talk to Anyway. I beheve that Enc Walter had spoken with Craig In November about dOing a sewer
locate on S 43rd. south of Mt Vernon Road near the City limits I'm trying to find out when that Will take place as
one of the land owners out there IS trying complete their plans for a land diVIsion and IS waiting on the Info from
the sewer locate to finish them Let me know If you have any information regarding thiS that I can pass onto the

behmd the sewer Situation for that property I guess both Jamce and Terry have left several phone messages for
you and/or sent emalls to you In an effort to get that help regardmg the sewer line location but have not heard

Thank You for your qUick response I do have another question though.
I am concerned that no mention was made at the presubmlttal meeting
regarding the demand to Install underground power on both parcelsl I
can understand new service requirements but It seems very unfair for me to
have to change an eXisting service Its not like new overhead wires were being
Installed on my eXisting service with no changes
I've lived here for 22 years, am a Widow, and for survival's sake I have to spilt
my property I realize that IS not your problem The expense for such a small
proJect as this has grown astronomical and that seems very unfair'
Nothing IS being changed but an inVISible property line I also know hardship
arrangements are made all the time.
Springfield City offiCials are 75% responsible for the death of my husband which
requires me to spilt my property. He never fully recovered from the heart attack
brought on by the mess that was made on sewer systems and basements on our
street because the City made Improper deCISions to allow the bUilding on S
44th
I find It very disturbing that the records of that inCident and the annexing of thiS
property to the city have disappeared. I know that AL Paroka has said that he

remembers some of the details I should not even have to pay again to get the
sewer changed since both houses were Included at the time the City rep.
accepted responsibility for Jack's heart attack and agreed to annex 875 and hook
up the sewer In order to avoid a law SUIt which they knew they would lose
If I sound upset ItS because I am Is there anyone In City government
who has the final say and to whom I can appeal? I know you are probably Just
dOing your Job. But why does a 63 year old widow (or anyone else) have to meet
requirements such as I am being forced to meet Simply to be able to sell half of
my property?
Spnngfleld IS a town made up of mostly lower Income people We bought on an
unpaved street so we could afford to live In our own house. We don't want big
City Ideas and expenses So can these requirements be reviewed not only for my
sake but for others as well

Unfortunately. when It comes to power lines on the street side of a property. there Isn't really any wiggle room,
so we're gOing to have to condition that they be Installed underground for both parcels
As to the address for Parcel 2, that IS Issued when we Issue the tentative deCISion so that any work to be done
conforms to the conditions of the deCISion and eliminates the possibility of dOing work and then haVing to go
back and fix It If It doesn't conform to the deCISion conditions The deCISion for your project will likely be Issued
sometime In mid-February

I had an emall from Terry Schiele today With a question about the underground
power at 875 S. 43rd St. which you had asked him
In the presubmlttal meeting. you had said underground power would have to be
Installed It was discussed that no one else on the street had underground power
but that I would probably have to deal With that
I was hoping thiS would be rethought
I had contacted SUB regarding water and power They did send, me a bid for the
water installation but had said an address would have to be Issued before
anything could be done So I have not heard anything further from them I
would appreciate hearing from you regarding an address as soon as you are
aware of what the address will be

I will contact Sub today to see If they have any more information for me and try
to get the work started soon.
