The location, width, and purpose of proposed easements must be shown for sewer, gas, power, water, and phone. 2. A 7' public utility easement is required along the street right of way for proposed parcels 1 and 2. 3. An access easement will be needed for the portion of the concrete pad in front of the existing house on proposed parcel 2 that lies within proposed parcelL 4. Please clearly differentiate between proposed parcel boundaries and existing parcel boundaries on the tentative partition sheet. 5. The driveways on each proposed parcel must be paved from the front of the property line to the distance of 18' and must be at least 12' wide but not greater than 24' wide. 6. Please indicate the location of the covered patio on proposed parcelL 7. Please include size and specific type of trees. Also, an additional tree needs to be identified on the plans, and the symbol used for the maple tree should be listed in the legend. 8. A separate site assessment sheet is needed and must be prepared by an Oregon Licensed Landscape Architect or Engineer. Once this is created, please remove elevations from the tentative plan sheet. 9. Utility lines must be placed underground. 10.Please indicate the location of the water lines and connection points for both parcels. Also, the well must be certified to serve multiple properties by the Lane County water master. 1l.Please show connection points for sewer, power, and gas on both parcels. Please remove 'minor' from tentative partition title. . An improvement agreement will be required for both proposed parcels. . The existing house on proposed parcel 2 must be certified as a habitable dwelling. If it is not a primary structure, it will have to be removed or relocated. . Why has the power been cut to the existing structure on proposed parcel 2? . Springfield Development Code Sections 3.050(3)-(6) and Oregon Revised Statutes 227.178 require the City take final action on a limited land use decision within 120 days after the application is deemed complete. The 120- day processing period for this application begins when all the missing information is submitted or when you request that the City proceed without the information. You must indicate by either signing this form or by submitting a written response to the City within seven days of the date of this form asserting your intentions regarding the provision of the missing information. If you indicate herein or in your written response that the missing information will be submitted, then you have 180 days from the date the application was submitted for Pre-Submittal Review to provide the City with the missing information. If you refuse to submit the missing information, then upon receipt of the full application packet and processing fee, the City will deem the application complete for purposes of starting the 120- day clock and begin processing the application. Note: I have checked all items as being incomplete - however, this is based on the assumption that the right-of- way west of the 43rd Street centerline is correct. The applicant shows 30'. The Assessor's Map shows 25 feet. If the applicant can verify the 3D' then it's complete. Otherwise, they'll need to change it. Also...as a head's up for them, in case I am not available that day, could the following be given to the applicant as a head's-up comment: Comment: Once a complete application is submitted, we're likely to apply as a condition of approval, that the driveways either remain concrete as they are now...or be paved if it is shifted. Note - this stretch of roadway is both, within City limits, and outside of City limits. The section of roadway directly in front of the property is within City Iimits...south of that is County roadway. However, the entire roadway is gravel. Normally, I'd say they would not have to pave the driveway...however, in this case, just about all other driveways along the street is paved. Please let me know if you have any questions. GregK.
