Please discuss thiS situation with Jim Donovan Of particular Interest to me IS Peggy's statement that a portion of Baldy
View IS a public easement under the City'S JUriSdiction With thiS statement, It seems to me that we are back to where we
thought we were before that the underlYing fee IS PeaceHealth and the public has an easement over Peace Health's land
for a public roadway so the plat boundary can Include the easement(s) As far as I know. no one IS proposing to vacate
the easements now. right? The debate that we discussed thiS morning IS how do these get shown on the final plat - and It
seems like they only need to be shown as any other eXisting public easement (or am I missing something here?)

The various portions of Baldy View Lane were dedicated as public road easements. but not as "County Road". therefore
any portion that has been annexed Into the City IS now under the JUrisdiction of the City of Springfield Any vacations of

public easements within the CIty limits would be processed through the City
Deadmond Ferry Road was established as a County Road A portion of Deadmond Ferry Rd . from Game Farm Road to
International Way was surrendered to the City In 1997 The portion continuing northeasterly from that pOint IS stili County
Road and any proposed vacations of that portion would have to be processed through the County

I understand that a standing agreement eXists between City and County. regarding annexation It states that any
annexation fronting on County Local Access Road (eg Baldy View Lane), automatically annexes the adjacent
right-of-way. along that frontage In thiS case. the entire length of Baldy View Lane falls under City junsdlctlon
because, on one side or other, frontage along the entire length of Baldy View Lane has been annexed (even
though the former Boyles/Sycan properties have not) The City'S current annexation map supports thiS - see
attached snapshot
Based on thiS. I would disagree with your second sentence
