REQUESTED:
Approve/Not Approve a six month extension of the Republic Parking Northwest,
Inc. contract through December 31st, 2018 to provide enforcement of parking ordinances in Downtown Springfield as well as the management of on and off-
street daily permits.
ISSUE STATEMENT: Beginning in May of 2015, the City of Springfield contracted with Republic Parking Northwest to deliver management of publically controlled on and off street
parking facilities. The contract for services is set to expire June 30, 2018. Staff is
proposing to extend the contract through December 31, 2018 at a cost not to exceed $47,082.00. All other terms of the contract to remain the same. Within the next 6
months staff will work with the Council and community to review the program and
generate a Request For Proposals reflecting existing and updated priorities and goals for the program.

DISCUSSION/ FINANCIAL
IMPACT:
The proposed enforcement contract extension with Republic Parking Northwest,
Inc. through December 31, 2018 would be at a cost not to exceed $47,0832.00. For
FY18, contract costs are anticipated to be funded fully by parking program revenues from permits and fines. Costs not recovered through program activities are
funded with Downtown Urban Renewal dollars.
Goals for the next six months of the program will include the drafting of a new
parking enforcement RFP and award of contract based on efforts as below; July/August – Community/stakeholder engagement to refine and update current program goals and priorities and to identify possible expanded program amenities
and activities. September – Council review and discussion of full program financials through FY18, current and proposed updated program goals and amenities based on
stakeholder feedback, and draft RFP. Council feedback to be incorporated in final updated RFP.
October/November/December – Parking program RFP Advertisement and Award January 1st – New parking enforcement contract in place.

The Parties hereby agree that the Independent Contractor Agreement dated May 1, 2015 and the
First Amendment dated July 1, 2016 between the City of Springfield (City) and Republic
Parking Northwest, LLC formerly known as Republic Parking Northwest, Inc. (Independent Contractor) included herein as Attachment 1, is hereby amended for the second time as follows:
1. Payment by CITY. CITY shall pay Independent Contractor in an amount not to exceed
$47,082.00 for a six (6) month term beginning July 1, 2018.
4. Term. This agreement is effective as of the date first set forth above and shall continue until December 31, 2018, unless earlier terminated in accordance with the provisions of
this Agreement or by mutual consent of the parties.
Except as amended herein, all other terms and conditions of the Independent Contractor Agreement between Parties dated May 1, 2015 and the First Amendment dated July 1, 2016 will remain in full force and effect.

City of Springfield Downtown Parking Program Income and Cost
FY15 through FY18
The Downtown Springfield Parking Program was implemented in
May of 2015.
*From May through July, activities consisted solely of permit park-
ing administration and parking enforcement with only warnings
issued.
Program revenue includes revenues from monthly on and off-
street permit parking, residential permit parking, special event
and contractor permit parking and violation citations.
Permit costs range from $10 to $30 monthly and standard citation
costs are $16 each.
** Fiscal year 2018 numbers included estimated totals for the
month of June.
