ITEM TITLE: RATIFICATION OF CONTRACT WITH AMERICAN FEDERATION OF
STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME)
ACTION
REQUESTED:
Authorize City Manager to ratify collective bargaining agreement with AFSCME.
ISSUE
STATEMENT:
Staff has concluded negotiations with AFSCME for a three-year successor labor
contract spanning July 1, 2018 – July 30, 2021. The current contract with this
bargaining unit expires on June 30, 2018.
ATTACHMENTS: None at this time. Draft contract available in Human Resources or CAO.
DISCUSSION/
FINANCIAL
IMPACT:
The City and AFSCME Local 1148 reached a tentative contract settlement. The
membership is anticipating a ratification vote by June 29, 2018. The proposed
contract includes changes to compensation and contract language. The new
successor contract is consistent with Council guidance and the main provisions are
summarized below:
Wage and Cost of Living Adjustments:
Year One (FY 2019): 2.5% wage adjustment
Year Two (FY 2020): 2.5% wage adjustment
Year Three (FY 2021): 2-3% CPI
Increased certification pay to 2% for Backflow Testing, impacting 2
employees
Other Compensation and related Adjustments:
Increase safety-toed boot allowance to $200 per year.
Included Martin Luther King Jr Holiday, consistent with other City groups
Language Modifications:
Moved existing MOU language into contract including Oregon Sick Leave
Law and language around apprentices promoting to journey level.
Improved contract language with On-call and Overtime to better assist
leadership’s ability to control costs.
Improved language on safety and diversity to improve the partnership with
AFSCME.
