6. BUILDING SETBACK DIMENSIONS FROM PROPERTY LINES SHALL HOLD OVER ALL OTHER CALLOUTS.
PROPERTY LINES AND ASSOCIATED BUILDING SETBACKS SHALL BE VERIFIED PRIOR TO
CONSTRUCTION LAYOUT.
7. CONTRACTOR SHALL PRESERVE AND PROTECT FROM DAMAGE ALL EXISTING MONUMENTATION
DURING CONSTRUCTION. THE CONTRACTOR IS RESPONSIBLE FOR COORDINATING AND PAYING FOR
THE REPLACEMENT OF ANY MONUMENTS DAMAGED OR REMOVED DURING CONSTRUCTION. NEW

GENERAL

1. THE CONTRACTOR SHALL BE RESPONSIBLE FOR DEMOLITION AND DISPOSAL OF EXISTING AC, CURBS,

1. ADJUST ALL INCIDENTAL STRUCTURES, MANHOLES, VALVE BOXES, CATCH BASINS, FRAMES AND

SEPARATION STATEMENT
ALL WATER MAIN CROSSINGS SHALL CONFORM TO THE OREGON STATE HEALTH DEPARTMENT,
CHAPTER 333. WATER MAINS SHALL CROSS OVER SANITARY SEWERS WITH A 18" MINIMUM
CLEARANCE BETWEEN OUTSIDE DIAMETERS OF PIPE WITH ALL PIPE JOINTS EQUIDISTANT FROM
CROSSING. HORIZONTAL SEPARATION BETWEEN WATER MAINS AND SANITARY SEWERS IN
PARALLEL INSTALLATIONS SHALL BE 10'. MAINTAIN 12" MINIMUM VERTICAL DISTANCE FOR ALL
OTHER UTILITY CROSSINGS AND 12" HORIZONTAL PARALLEL DISTANCE. IN CASES WHERE IT IS
NOT POSSIBLE TO MAINTAIN THE MINIMUM 10' HORIZONTAL SEPARATION, THE WATER MAIN

MATERIAL NOTES

TO PROVIDE THE OWNER'S ENGINEER WITH COPIES OF MSDSs FOR ALL CHEMICALS
PROPOSED FOR USE ON-SITE PRIOR TO USE OR DELIVERY TO THE PROPERTY.
BASED ON THESE MSDSs, THE ENGINEER WILL DETERMINE IF THE CHEMICAL IS
APPROVED FOR USE ON THIS SITE (I.E., WHETHER OR NOT THE PRODUCT CONTAIN
DNAPLs). THE ENGINEER MAY CONTACT THE SUB DRINKING WATER SOURCE
PROTECTION COORDINATOR (541-744-3745) WITH ANY QUESTIONS ABOUT
EVALUATING PRODUCTS FOR DNAPLs.
2. ANY CHEMICAL SPILLS OR LEAKS MUST BE CLEANED UP IMMEDIATELY AND
CLEAN-UP MATERIALS DISPOSED OFF-SITE AND IN ACCORDANCE WITH LANE
COUNTY AND DEQ REQUIREMENTS. IN EVERY CASE, CARE SHALL BE TAKEN TO

Protect Public Health
A backflow assembly is plumbing equipment the customer has installed on their water service that prevent$ unwanted
substances from entering the public water supply and degrading water quality. Without proper backflow protection
your Plumbing system could endanger the health of others in the community who are using the public water supply.
Requirements
Springfield Utility Board (SUB) defines non-residential services as Commercial, Industrial or Public. Commercial services
include mixed-uselmulti tenant properties (including those with stand-alone vending carts) and Multi -Family Housing
(more than 4 (four) units).
1. A premise isolation assembly shall be installed on private property at a location immediately adjacent to the
water service connection. No branch lines, outlets or connections are permitted between the water service
connection and the premise isolation assembly.
2. A Double Check Detector Assembly (DCDA) or Reduced Pressure Detector Assembly (RPDA) is required for
premise isolation protection.
3. For full flow metered services, please call the Water Division for the type of backflow� assembly to install.
4. All backflow assemblies are required to be installed above ground and housed in an insulated enclosure that
provides freeze protection.
S. Backflow assemblies and installations shall be in combined accordance with the rules and requirements of SUB
Policy, the Water Division's Cross Connection Control (CCC) Program Standards, regon Administrative Rules
(OAR) for Cross Connection and Backfiow Prevention and Oregon Plumbing Specialty Codes (OPSC).
6. Assemblies shall be tested by a Certified Backflow Assembly Tester at the time of installation at least annually,
after repairs or relocation, and/or after a backflow incident) with the passing test results submitted to the Water
Division within 10 (ten) days of testing. Upon receipt of the passing test report the Water Division shall inspect
and verify the installation.
7. Enclosures shall provide protection for the backflow assembly from severe environmental conditions (freezing).
8. Enclosures shall be kept free of any debris, shall not contain loose fill materials of any kind, and shall not have
objects that interfere with these installation requirements.
9. Clearances may be waived (excluding ground clearances) for an enclosure if the enclosure can be removed for
assembly testing and maintenance access.
10. For outdoor locations in an enclosure or vault, a bore -sighted drain to daylight (finished grade), able to discharge
the full rated flow of the relief valve, is required.
11. Assemblies shall be readily accessible'with adequate room for testing and maintenance. All clearances apply to
outside, in -building, vertical and horizontal installations.

A City of Springfield plumbing permit is required for backflow assembly installation. In partnership with the City, the
Plumbing Inspector will be notified of all inspections performed by the Water DivisioWs Cross Connection Control
Specialist. In cooperation with the City's Plumbing Inspector, the Water Division is asking that upon initial installation of
an Assembly, a copy of the initial test report be attached to the assembly. This test report will be collected by the
Plumbing Inspector prior to approval of the installation. If the assembly is in an exposed location, please place the test
report in a sealed plastic bag for protection.

1. A premise isolation assembly shall be installed on private property at a location immediately adjacent to the
water service connection. No branch lines, outlets or connections are permitted between the water service
connection and the premise isolation assembly.
2. A Reduced Pressure Backflow Assemblies (RPBA) is required for premise isolation protection.
3. All backflow assemblie re required to be installed above ground and housed in an insulated enclosure that
provides freeze protection.
4. Backflow assemblies and installations shall be in combined accordance with the rules and requirements of SUB
Policy, the Water Division's Cross Connection Control (CCC) Program Standards, Oregon Administrative Rules
(OAR) for Cross Connection and Backflow Prevention and Oregon Plumbing Speci , alty Codes (OPSC).
S. Assemblies shall be tested by a Certified Backflow Assembly Tester at the time of installation (at least, annually,
after repairs or relocation, and/or after a backflow incident) with the passing test results submitted to the Water
Division within 10 (ten) days of testing. Upon receipt of the -passing test report the Water Division shall inspect
and verify the installation.
6. Enclosures shall provide protection for the backflow assembly from severe environmental conditions (freezing).
7. Enclosures shall be kept free of any debris, shall not contain loose fill materials of any kind, and shall not have
objects that interfere with these installation requirements.
8. Clearances may be waived (excluding ground clearances) for an enclosure if the enclosure can be removed for
assembly testing and maintenance access.
9. For outdoor locations in an enclosure or vault, a bore -sighted drain to daylight (finished grade), able to discharge
the full rated flow of the relief valve, is required.
10. Assemblies shall be readily accessible with adequate room for testing and maintenance. All clearances apply to
outside, in -building, vertical and horizontal installations.

A City of Springfield plumbing permit is required for backflow assembly installation. In partnership with the City, the
Plumbing Inspector will be notified of all inspections performed by the Water Divis , ion's Cross Connection Control
Specialist. In cooperation with. the City's Plumbing Inspector, the Water Division is asking that upon initial installation of
an Assembly, a copy.of h initial test report be attached to the assembly. This test report will be collected by the
Plumbing Inspector prior to approval of the installation. if the assembly is in an exposed location, please place the test
