CITY OF SPRINGFIELD Finance Department May 7, 1982 Hancock & Associates 846 North "A" Street Springfield, OR 97477 Attention: Gary Hancock, Adjuster Subject: SP-81-17D - Claude Gerlach. . r;~(W(~ 5-/<I,f2,. ,/ Dear Gary: I am writing.in response to your most recent correspondence concerning the Gerlach claim. It. is the City's position that in relation to our parking lot construction adjacent to the now vacant Gerlach Drug Store, we appear to be responsible for some moisture radiating from the planters. As a result of this possible moisture problem the City will seal the wall in question. Additionally, the water beneath the building does not appear to be related to any construction by the City. It is the City's opinion that the historically high water table in this vicinity would support the conclusion that any ground water beneath the structure, is a result of natura 1 causes. .:::-- In conclusion, this summer we will remedy the design of our parking lot by sealing the wall adjacent to the"Gerlach Drug Store. Additionally, we can only assume from the repeated leak surveys initiated by Springfield Utility Board, that the City's parking lot construction is not respon- sible for water beneath the building. We are convinced that any drainage is a result of the high watertable in the area. If you have any further questions or if I can be of service please feel free to ca 11 .
