HomeMy WebLinkAboutItem 06 IGA with ODOT - Safe Walking Routes to School AGENDA ITEM SUMMARY Meeting Date: 6/4/2018 Meeting Type: Regular Meeting Staff Contact/Dept.: Emma Newman/DPW Staff Phone No: 541-726-4585 Estimated Time: Consent Calendar S P R I N G F I E L D C I T Y C O U N C I L Council Goals: Maintain and Improve Infrastructure and Facilities ITEM TITLE: FILLING THE GAPS – SAFE WALKING ROUTES TO SCHOOLS INTERGOVERNMENTAL AGREEMENT (IGA) ACTION REQUESTED: Authorize City Manager to execute Intergovernmental Agreement (IGA) with the Oregon Department of Transportation (ODOT) for the City’s Filling the Gaps – Safe Walking Routes to Schools project. ISSUE STATEMENT: The City of Springfield applied for funds to design and construct sidewalks and ADA ramps along key walking routes to schools in five different locations throughout Springfield. The sidewalks will fill in gaps that currently exist in the neighborhood walking networks and make it easier, safer, and more comfortable for students to walk to school and community members to walk in their neighborhoods. The execution of the IGA is necessary in order for the City to be able to start delivering the project and be reimbursed for project expenses. ATTACHMENTS: Attachment 1: Draft City-ODOT IGA DISCUSSION/ FINANCIAL IMPACT: The City of Springfield submitted an application to the Lane Area Commission on Transportation (LaneACT) for Statewide Transportation Improvement Program Non-Highway Enhance funds in 2016 for the Filling the Gaps package of sidewalk projects. The LaneACT approved Filling the Gaps for funding. After ODOT scoping, the request amount was revised to $427,460. The City of Springfield has committed to providing the remaining funds as local match to deliver the project. Total project cost is $638,000. See Exhibit A at the end of the IGA for locations of sidewalk infill and ADA ramps that will be constructed as part of Filling the Gaps – Safe Walking Routes to Schools.
