NARRATIVE
FOR THE
TABOR-GRIFFIN CLUSTER SUBDIVISION
This applicatIOn IS a proposal to create an II lot cluster subdivIsIOn at 2095 5th Street
(Tax Map 17-03-26-24, Tax Lot 4300) Currently, the site IS developed with a smgle-famlly
house, garage and two sheds, these bUlldmgs are to be removed The eXlstmg well Will remam
for lITIgatIOn In conformance with the Low DenSity Resldenlial classificatIOn of the site, all
parcels will eventually be developed with smgle family homes and town-homes
Smce 5th Street IS fully Improved, no off-site Improvements are necessary now or m the
future In order to meet the mlmmum nght-of-way width of 35'for a mmor artenal, a future
nght-of-way dedicatIOn of 5' IS proposed from the current nght-of-way Ime for 5th Street A
proposed Jomt Ulility Trench along the north property Ime will connect cable,
telecommumcatlOns and power to all lots A proposed Irrevocable Jomt Use Access dnveway
will be 24' wide at the entrance onto 5th Street and 21' wide wlthm the development and will
meet fire code as noted on the tentali ve plan An emergency vehicle turnaround IS proposed
Wltlun the dnveway "No Parkmg/Flre Lane" signs shall be mstalled adjacent to the dnve on
both Sides of the dnveway The dnveway fire access shall be unobstructed per Spnngfield Fife
Code The eXlstmg fire hydrant located at the southwest comer of 5th Street and' T" Street Will
serve all lots
The proposed fencmg for the mdlVldual lots have not been detenmned at thiS time, but
It'S anliclpated each lot Will have a 4' -5- fence (I e see through, white picket), which will clearly
delineate the outdoor area that IS separate from the common area At least 3 street lights, 12' m
height or less, Will be mstalled along the mternal dnveway
The proposed stormwatel management system Will be a pnvate system and Will consist of
a grassy swale and dual chambered catch basm for pretreatment and piped to an eXlstmg
manhole At least fifty percent of the dnveway and parkmg area runoff will dram to a grassy
treatment swale m the southern open area, and routed to an eXlstmg storm manhole at the north
edge of the property The remammg runoff will dram mto a two chamber catch basm and then
routed to the same eXlstmg storm manhole The Stormwater Management Plan and Dramage
Study IS mcluded With thiS submiltal package A stormwater mamtenance plan for the proposed
treatment system will be provided m the CCR's submitted at the lime ofFmal Plat -
We are proposmg the Tabor-Gnffin Cluster SubdivIsIOn as a phased project The
tentative schedule for completmg phases of the subdivIsIOn IS as follows

These phases Will proceed as market conditIOns dictate, which could affect adjustment m the
tentalive phasmg plan An extensIOn may be reqUired m a slow market The deSign goal for the

This evaluatIOn was prepared to summanze the dramage system proposed with the
Gnffin SubdivIsIOn The site IS located at 2095 5th Street Spnngfield, Oregon (Tax Map
17-03-26-24, Tax Lot 4300) The site stormwater design meludes a grassy swale, double
chambered catch basms and plpmg
Existmg CondItIons
The sIte IS 1 25 acres and the eXlstmg ImpervIOus surface consists of a house, shed and
driveway The pervIOus surface IS field grass and a few trees Appendix A contams the
proposed dramage basm map and reduced set of the eXlstmg conditIOns and tentative
plans Accordmg to the SOlIs Survev of Lane Countv, Oregon, by the Natural Resource
ConservatIOn Service, the SOlI at the site IS Salem Urban Land Complex (119) The SOlI
has a ground water depth greater than SIX feet, an mfiltratlOn rate between 0 6-2 0
mcheslhour and IS hydrologiC group "B"
Proposed Dramage System
The proposed treatment system for the Gnffin SubdiVISIOn IS a grassy swale and double
chambered catch basm The proposed mix used for the grassy swale Will compnse of a
perennial rye lawn seed The dramage basm for the grassy swale consists of 0 32 acres
ImpervIOUS and 0 28 acres pervIOus The ImpervIOUS area consists of a portIOn of the
subdiVISIOn road, rooftops and dnveways City of Portland regulatIOns reqUire the
hydraulic reSidence t11lle m the swale durmg the water quality storm event (0 83 mches/
24-hours) to be a nummum of9 mmutes To achieve thiS hydraulic reSident time, the
swale must be a mlillmum of 60 feet long Durmg the 25-year storm event (4 8 mches/24-
hour), the depth of water m the swale IS 0 54 feet which prOVides a freeboard of 0 46 feet
The proposed dimensIOns for the grassy swale are a bottom Width of two feet, 3 1 Side
slopes, one foot depth, eight foot top Width and a length of 1 18 feet AppendiX B contams
grassy swale calculatIOns and a detail The remammg site area flows to landscape areas,
5th Street and a double chambered catch basm The runofffrom the roofs (0 08 acres) of
the four town-homes adjacent to 5th Street Will be routed through weep holes to 5th Street
The dramage area for the double chambered catch basm consists of vehicular area and
roofs and IS 0 28 acres The remammg area that drams to the landscape area IS 0 29 acres
