Can't we please use the gas tax to accomplish this? Not only is the mechanism in place, it would require far less overhead to collect, and (if you want me to mail in my money) cost me less to pay. A 2 or 3 cent a gallon gas tax would bring in the same money and bring it in from the folks that use the roads. It is perhaps the closest thing to a fair tax we have ever invented. Since Eugene recently upped their gas tax, lets simply match it. Then stations cannot claim that we are giving stations located in the other city an unfair advantage. . PLEASE use the gas tax option. Yes gas is high, but if I cannot afford another two cents a gallon, how am I going to afford the $2.00 a month fee plus the 42 cent stamp to send it in. It all comes from the same wallet.
