The Pre-Submittal Application IS mandatory but there IS no additional review fee for this )

service. The submittal package must conforn:' to the application completeness checklist
attached to this form. You are required to submit 7 copies of the submittal requirements

packet for pre-submittal review. Pre-submittal meetings Will be conducted every Tuesday
and Friday between 10.00 am and noon. We Will strive to conduct the Pre-Submittal meeting
within five to seven working days of receiving the application

We strongly encourage you, the owner and design team to attend the Pre-Submittal meeting
The meeting Will be held with representatlveslfrom Public Works Englneenng and I
Transportation, Community Services (BUilding), Fire Marshall's office, and the Planning
DIvision. The meeting Will be scheduled for 3P to 60 minutes The Planner will provide you
With a Pre-Submittal Checklist at the end of the meeting specifying the Items reqUired to

make the application complete-If It Isn't already complete You will then have 180 days to

make the application complete for submittal and acceptance by the City

When you have addressed all of the Items on the Pre-Submittal Checklist, please submit 18
copies of the complete application to the City A fee Will be collected at that time and the 120
day calendar review penod Will begin When ithe Planner has prepared a draft land use
deCISion, the draft Will be mailed/faxed to the applicant/owner/design team for their review
At the applicant's request, the planner Will schedule a meeting to review the draft With

Anderson Lane and Centennral Blvd It IS our preferred choice that the storm water drainage from
Dove Estates be directed Into the eXisting 24 Inch storm sewer located south of the proposed
subdIVISion on the west Side of Anderson Lane The 24 Inch line runs west Into an eXisting
draInage channel that should provide suffiCient capacity

The proposed dralOage from Dove Estates IS proposed to be directed to
the South along Anderson Lane to the location of an eXlstlOg County
Manhole, IOvert elevation to the West at 429.01.
Plans received by our office IOdicate that the connectlOg line out IS a
27" CP at approximately 0.32% Slope even though John Petsch, 10 hiS
letter above, refers to It as a 24" storm
The line discharges to a ditch along the Side of Interstate 5 at a
distance of 379 feet from the manhole, at an elevation of 427.8, and
flows northwesterly to tWIO 30" concrete pipes 6 feet apart and 225 to
231 feet long at the Centenmal Blvd. overpass, and exits north of
Centenmal and west of the IS freeway. The IOtake of the crosslOg IS at
427.4 but the outlet elevation IS not avaIlable from ODOT.
The dramage then flows through a ditch and culvert system (referred
to as the QF-ll0 sub basm 10 the Eugene Wlflakenzle BaslO Drainage
System), and connects to the Q Street Canal in the ViClOlty of Garden
Way, at a total distance of approximately 2379 feet. The Q Street
Canal then flows West to Alton Baker Park and the W,lIamette RIver.
