A loaded ~ 48,000 pound tandem axle dump truck was used for the proofrolL Little to no deflection was noted indicating a relatively stable subgrade at this time. The parking area was within a range of 1 foot overexcavation to plus 3/10 from grade. The material consists of a previously placed and reworked bar run fill described in our report entitled "Review of Foundation Recommendations from PSI" report number 722-85016 dated September 25, 1998. PSI recommended an area of 5 feet by 12 feet, south of the proposed planter at the western site entrance, be cut 2 to 4 inches to remove deleterious material and organics. No.: Type of Inspection: 02-00818-01/C6-1357 Soils Observation Weather: Clear Field Observations and Comments As requested, a representative of PSI was on site to observe proofrolling of the northeast portion of the proposed building pad and the eastern parking area. All proofrolls were conducted using a 48,000 pound tandem axle dump truck fully loaded. During the morning visit the aforementioned portion of the building pad was proofrolled. Little to no deflection was noted indicating a stable subgrade at this time. During the afternoon visit the parking lot was assessed for deflection. The contractor had overexcavated 6" of clay material in the southeast portion of the proposed lot. Proofrolling of the eastern parking area showed little to no deflection. The contractor plans to place 12 inches of rock on the roadway and parking lot during lanes and 9 inches in the parking stall area. As requested a representative of PSI was on site to observe deflection testing on the proposed building pad. Thi~ morning a proof roll was conducted on the south 1/2 of the pad using a loaded 48,000 pound tandem axle dump truck. A 40' x 40' and 13' x 20' area displayed deflection. The contractor removed the material and replaced it with drier soil. Egge 3/4"-0 rock was placed to a depth of 9". This afternoon the western 1/2 of the site was proof rolled. The material disolaved little to no defler.tinn at this time indicatino a relativelv stable suborade. No.: Type of Inspection: 02-00818-01 Soils Observation Weather: Fog Field Observations and Comments As requested, a PSI representative met on-site with Chambers Construction and Egge Sand and Gravel representatives to observe a proofroll at finished subgrade elevation for the proposed parking and driveway pavement areas at the following locations: north and west of existing trees along Sports Way (see attached site plan). To assist us in determining the stability of the in-piace soils, a proofroll was conducted using a fully loaded tanden axled dump truck weighing approximately 48,000 pounds. With exception to the parking stall area and a small area west of the trees, defiections (pumping) were observed under the wheel loads of the dump truck and rutting up to 6 inches in depth occurred indicating a soft, unstable subgrade. It appears that the subgrade is soft due to above optimum moisture soils. Due to site grades, this area only received a very shallow cut due to saturated soils. PSI recommended overexcavating an additional 6 inches to remove the soft soils or a minimum of 18 inch rock structure. Also, based on grades some areas are already to receive at least 18 inches and therefore will not need to be overexcavated . To the best of our knowledge, the work Inspected above was in accordance with the building department approved design drawings, specifications and applicable workmanship provisions of the International Buildinq Code. No.: 02-00818-01/C6-1357 Type of Inspection: Soils Observation Weather: Clear Field Observations and Comments PSI representative met on site at 8:00 AM to observe earthwork operations. The contractor had started building excavation in the center one third working from south to north. Excavations are being performed using an excavator with a smooth bladed bucket exposing fill soils as described in our soil report from 1998. Scheduled to return at 11 :00 AM to observe a proofroll on exposed subgrade soils. Proofrolling was conducted on the south-central 1/3 of the proposed building plan using a 48,000 pound tandem axle dump truck. Defiection was noted in a 10x20' area in the western portion and a 7x15' area in the eastern portion of the pad. The contractor plans to overexcavate these unstable areas for reinspection tomorrow. The on site soil consists of a previously placed bar run fill which is dark brown in color. The soil appeared near or slightly above optimum moisture. To the best of our knowledge, the work inspected above was in accordance with the building department approved design drawings, specifications. geotechnical report and workmanship provisions of the International Building Code. No.: 02-00818-01tC6-1357 Type of Inspection: Soils Observation Weather: Overcast Field Observations and Comments PSI met on-site with Chambers Construction and Egge Sand and Gravel representatives to observe exposed subgrade soils for the proposed building and parking lot areas. At the time of our site visit, the area south of Pioneer Pacific College and News Source 16 building had been stripped of vegetation, stockpiled on the west side of the site and was being loaded onto dump trucks and hauled off site. Stripping of the vegetation was performed using the 750J track mounted dozer and Hitachi 200LC excavator with a smooth blade bucket. Scheduled to return Monday, January 22, 2007 at 8:00 AM. To the best of our knowledge, the work inspected above was in accordance with the building department approved design drawings, specifications, geotechnical report dated September 25, 1998 and supplemental report dated June 14, 2002, and applicable workmanship provisions of the International Building Code.
