HomeMy WebLinkAbout01/08/2018 Work Session City of Springfield Work Session Meeting MINUTES OF THE WORK SESSION MEETING OF TILE SPRINGFIELD CITY COUNCIL HELD MONDAY, JANUARY 8, 2018 The City of Springfield Council met in a work session in the Jesse Maine Meeting Room,225 Fifth Street. Springfield,Oregon,on Monday, January 8,2018 at 5:33 p m..with Mayor Lundberg presiding. ATTENDANCE Present were Mayor Lundberg and Councilors VanGordon, Moore, Stoehr, Woodrow and Pishioneri. Also present were City Manager Gino Grimaldi, City Attorney Mary Bridget Smith, City. Recorder Amy Sowa and members of the staff. Councilor Wylie was absent(excused). 1. Arts Commission Applicant Inter sews Carrie Schindele-Cupples presented the staff report on this item. In response to a press release in September 2017 for an initial deadline of October 6, 2017.the Arts Commission received one application for two vacancies After extending the deadline to December 1.2017.the Arts Commission received an additional fiy e applications for the two vacancies.The Arts Commission interviewed one applicant at its October 10, 2017 meeting and five applicants during its December 12, 2017 The Arts Commission requests that two candidates be interviewed by the City Council The Arts Commission recommends that Esther Ilarclerode and Shelby Zacharias be appointed to the Arts Commission to fill two vacancies for full terms that expire December 31, 2021. The Arts Commission believes the candidates are eligible and qualified to serve on the commission. Following the interview,the Council may formally ratify the appointment during the Regular Meeting on Januar 16, 2018. The Mayor and Council introduced themseh es to the candidates (Esther Ilarclerode and Shelby Zacharias)and asked the following questions- 1. Why are you interested in serving on the Arts Commission?(Mayor Lundberg) 2. Describe your professional and personal experience as it relates to your desire to become an Arts Commissioner. (Councilor VanGordon) 3. Can you give us an example of your experience working with a committee' (Councilor Pishioneri) 4. Have you attended an Arts Commission meeting" If so, what were\our impressions? (Councilor Stoehr) 5. Which initiatives are y ou interested in working on if you are appointed as a Commissioner? What would you bring to the Heritage Arts Grant program, which received additional funding for this fiscal year? (Councilor Woodrow) 6. Please name one way you would help inform our community about the Springfield Arts Commission and/or the Arts Commission's projects (Councilor Moore) Councilor Stoehr asked if there were other applicants that applied and were not brought fors ard. City of Springfield Council Work Session Minutes January 8, 2018 Page 2 Mayor Lundberg asked if Council was tine mov ing forward with these two candidates. Council felt the two candidates were very highly qualified and were interested in appointing them to the Arts Commission. She would like to encourage the other applicants to get involved in other committees. Councilor Pishioneri said when there are multiple applicants and not all are brought forward for interviews,he would like to know why the others were not brought forward. Council discussed whether or not they were comfortable asking the Arts Commission to provide that information Council discussed whether or not they should interview all applicants, or allow the board or committee to bring forth recommendations Mayor Lundberg said they could go to the standard of intenaew ung all applicants for all committees. Following discussion, Council agreed to start interviewing all applicants in the future. Updates to the Council Operating Policies and Procedures will be made to affirm that change.
