ISSUE STATEMENT: The Arts Commission has two vacancies on its board of nine commissioners. Two position openings were advertised. Both vacancies were due to term expirations on December 31, 2017. The Arts Commission seeks to fill two full terms expiring December 31, 2021. One applicant attended the Arts Commission meeting on October 1, 2017 for an interview; five applicants attended the Arts Commission meeting on December 12, 2017 for an interview. The Arts Commission voted to recommend applicants Esther Harclerode and Shelby Zacharias to be interviewed by the Council. ATTACHMENTS: Attachment I: Arts Commission Charge Attachment II: Application of Esther Harclerode Attachment III: Application of Shelby Zacharias Attachment IV: Arts Commission Member Profiles DISCUSSION/ FINANCIAL IMPACT: In response to a press release in September 2017 for an initial deadline of October 6, 2017, the Arts Commission received one application for two vacancies. After extending the deadline to December 1, 2017, the Arts Commission received an additional five applications for the two vacancies. The Arts Commission interviewed one applicant at its October 10, 2017 meeting and five applicants during its December 12, 2017. Council Operating Policies state in Section IX, Subsection 1.3) Springfield's boards, commissions, committees, and task forces bring together citizen viewpoints which might not otherwise be heard. Persons of wide-ranging interests who want to participate in public service but not compete for public office may choose to be involved in advisory boards, commissions, committees and task forces instead. They also help fulfill the goals of the City’s adopted Citizen Involvement Program to have an informed and involved citizenry. The City Council interviewed two candidates during the January 8, 2018 work session. The Arts Commission requests that the Council formally ratify the appointments during tonight’s Regular Meeting. Attachment 1, Page 1 of 1 Arts Commission CHARGE The Springfield Arts Commission was created to promote the arts in Springfield. Assistance is given by the Commission to local artists in the form of grant sponsorship, networking, education, communication, and, occasionally, funding. The Commission may co-sponsor art events and exhibits. It works closely with the Lane Arts Council and the Oregon Arts Commission. She has a BA in Journalism with minors in Business Administration and Art from the University of Oregon. She works for Country Financial and is a new resident of Springfield. She is chair of the Second Friday Art Walk subcommittee. Her first full term expires 12/31/2020. Jodie Delsare: Ms. Delsare joined the SAC in fall 2016. She has a BA in Digital Communication Arts. She is the Multimedia Assistant at Willamalane Park and Recreation District. She is a recent college graduate and a new resident of Springfield. She is chair of the Marketing subcommittee. Her partial term expires 12/31/2018. Andrew Drake: Mr. Drake joined the SAC in fall of 2016. He has a Bachelor of Architecture and minor in Business Administration from the University of Oregon. He is a Senior Designer at King Retail Solutions. He is also a painter. He is a member of both the Heritage Arts Grant and the Marketing subcommittees. His partial term expires 12/31/2018. Danielle Knapp: Ms. Knapp joined the SAC in spring of 2017. She has an M.A. in Art History and a graduate certificate in Museum Studies from the University of Oregon. As the McCosh Associate Curator at the Jordan Schnitzer Museum of Art, she directs the museum’s Pacific Northwest Art programming, including exhibitions and publications. She is chair of the Public Art subcommittee. Her first full term expires 12/31/2020. Kimberly Lyddane: Ms. Lyddane has a M.S. in Arts Management from the University of Oregon. She is the Special Events and Volunteer Coordinator at Willamalane Park and Recreation District. In addition to her work planning special events, Ms. Lyddane also serves on the board for the Oregon Festivals and Events Association. She is the current chair of the Arts Commission and also chairs the Outreach subcommittee. Her first full term expires 12/31/2019. Daphne Mantis: Ms. Mantis joined the SAC in January 2017. She has her J.D. and is recently retired from a career as an attorney at the John Serbu Youth Campus and Juvenile Justice Center. She is also a watercolor artist. She serves on the Public Art subcommittee. Her first full term expires 12/31/2020. Summer Young-Jelinek: Ms. Young-Jelinek was a marketing professional for the Pain Society/Pain Consultants of Oregon before the practice closed. She has a B. A. in Art History with minors in Architecture, Landscape Architecture, and Business Administration. She serves as the secretary of the Arts Commission and she chairs the Heritage Arts Grant subcommittee. Her first term expires 12/31/2019.
