Appoint Mary Beth Phelps to the Springfield Library Advisory Board for a four year term starting January 1, 2018 and ending December 31, 2021. ISSUE STATEMENT: The Library Advisory Board currently has one vacant position due to the resignation of Board Member Robyn Sattler in July 2017 leaving two years left in her term, and a second, soon-to-be vacant position due to the expiration of board member Dwight Dzierzek’s term on December 31, 2017. ATTACHMENTS: ATT1 Library Board Charge ATT2 Library Board Roster ATT3 Ralene Linneman Application ATT4 Mary Beth Phelps Application DISCUSSION/ FINANCIAL IMPACT: Two candidates applied for the openings, Ralene Linneman and Mary Beth Phelps, and were interviewed by the Board on November 27, 2017. The Board recommended that the Council interview Ms. Linneman to complete the term vacated by Ms. Sattler which would run until December 31, 2019, and to interview Ms. Phelps for the four year term ending December 31, 2021. At the November 27, 2017 work session, the two candidates were interviewed by Council. The Council consensus was to move forward with the formal appointments of Ms. Linneman and Ms. Phelps during the December 4, 2017 regular meeting. Library Board CHARGE The Library Board acts in an advisory capacity for the City Manager and City Council with respect to opinions and recommendations for future Library development, expansion of Library service, and Library policy.
