Work Session Meeting
MINU PES OF THE WORK SESSION MEETING OF
THE SPRINGFIELD CITY COUNCIL HELD
MONDAY.OCTOBER 16, 2017
The City of Springfield Council met in a work session in the Jesse Maine Meeting Room,225 Fifth
Street, Springfield,Oregon,on Monday, October 16, 2017 at 6:15 p.m , with Mayor Lundberg
presiding.
ATTENDANCE
Present were Mayor Lundberg and Councilors VanGordon, Wylie, Moore, Stoehr(by conference
phone). Woodrow and Pishioneri Also present were City Manager Gino Grimaldi,City Attorney
Mary Bridget Smith,City Recorder Amy Sowa and members of the staff
I. Community Development Advisory Committee (CDAC) Interviews.
Community Development Analyst Erin Fifield presented the staff report on this item. The Community
Development Advisory Committee(CDAC)advises Council on matters related to the City's housing
and community development activities The actiy ities are primarily funded by federal Community
Development Block Grant(CDBG)dollars, for the purposes of benefiting low and moderate-income
residents and improving blighted areas The CDAC recommends annual CDBG funding priorities and
allocations to Council in line NN ith the adopted Eugene-Springfield Consolidated Plan.
Of the five vacancies to be filled:
• 3 appointments are for 4 y ear terms
o 2 terms would start Jan 1. 2018 and serve 4 years(thm Dec 2021)
o 1 term would start now to fill a vacancy (through Dec 2017), and would then serve a
new four year term(through December 20211
• 2 appointments are for 2 year terms
o 2 terms would start now to sen e the unexpired portion of two vacancies(thru Dec
2019)
Council is scheduled to interview the first four candidates on October 16 and the remaining three on
November 13. Council is scheduled to make appointments on November 20.
The Council introduced themselves to the candidates and asked the following question
1. Why are you interested in sen mg on the Community Development Advisory Committee?

2 We have the option to appoint folks to either a 2 year or a 4 year term given the current
vacancies Do you have a preference^(Councilor Wylie)
• Chelsea—interested in four years
• Tony—interested in four_years,but either is fine
• ltzel—either is fine
3 What do you see as the most pressing issue facing Springfield in the realm of housing and
community development?(Councilor Pishioneri)
4. What most interests you about affordable housing and community development^(Councilor
VanGordon)

5 Because resources are so limited, some worthwhile projects may not gel funded. How would
you decide which projects receive funding and which do not? (Councilor Woodrow)
6. What skills and/or experience do you bring that will contribute to s ou being an effectis e
community development advisory committee member? (Councilor Moore)
It was noted that there was a miscommunication with one of the candidates so that person w ill be
intentewed at the November 13 work session with the other three candidates.
The Council w ill wait to make any decisions until they have inten iewed all seven candidates.
