ITEM TITLE: 2017-2018 HUD AGREEMENT FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS
ACTION
REQUESTED:
Approve a motion to authorize the City Manager to execute the Funding
Approval/Agreement with the Department of Housing and Urban Development (HUD) in order to receive and make available CDBG funding for fiscal year 2018.
ISSUE STATEMENT: Annually, the City must execute a grant agreement with the Department of Housing and Urban Development (HUD) in order to receive CDBG entitlement funds. The
City cannot execute an agreement with sub-recipients who have been allocated
CDBG funds for the FY17/18 year until the City signs the grant agreement with HUD.

DISCUSSION/ FINANCIAL
IMPACT:
The City of Springfield’s FY17/18 HUD CDBG entitlement award is $486,236. This motion would allow the City to execute the HUD Agreement, and then
subsequently execute agreements with sub-recipients.
Staff recommends Council approve giving the City Manager the authority to sign
the agreement.
