ITEM TITLE: INTERGOVERNMENTAL AGREEMENT FOR WELLNESS CENTER COST SHARING
ACTION
REQUESTED:
Approve a motion to authorize the City Manager to execute the Intergovernmental
Agreement (IGA) with Springfield Schools for Wellness Center Cost Sharing.
ISSUE
STATEMENT:
The City of Springfield (City) and Springfield Schools wish to jointly and
cooperatively provide wellness services to their employees at the “wellness center” located in City Hall and desire to identify opportunities to jointly share resources
available for mutual financial and service benefits.

DISCUSSION/
FINANCIAL IMPACT:
As detailed in the 2017 Intergovernmental Agreement for Cost Sharing (see ATT1),
the City and Springfield Schools agree to share the City Hall Wellness Center space.
Springfield Schools agrees to a one-time contribution of $100,000 for capital costs incurred during the wellness center remodel. Springfield Schools was asked to
participate in the construction cost with an amount that is 1/3 of the total Wellness
Center build-out in recognition that the City, as owner of the facility, benefits long term from the improvements to the facility.
Springfield Schools also agrees to annual contributions of $18,636 amounting to one half of the annual building preservation, utility, custodial, maintenance and
insurance costs shared by the City and Springfield Schools. This agreement also outlines the terms, conditions and mechanisms by which the
City and Springfield Schools will jointly run the Wellness Center. These include forming a joint committee to review topics such as:
• Changes in scope of services offered to participants
• Changes of independent contractor operations practices
• Review of utilization numbers and shared facility costs
• Review of methodology of sharing reimbursable lab and medical supply
costs
• Coordination of joint special service offerings or special events
Staff recommends Council approve a motion giving the City Manager authority to sign the agreement.
