HomeMy WebLinkAbout04/17/2017 Regular City of Springfield Regular Meeting MINUTES OF THE REGULAR MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY APRIL 17, 2017 The City of Springfield Council met in regular session in the Council Chambers,225 Fifth Street, Springfield, Oregon,on Monday April 17,2017 at 7:00 p.m.,with Mayor Lundberg presiding. ATTENDANCE Present were Mayor Lundberg and Councilors Wylie(by conference phone),Moore, Stoehr and Pishioneri.Also present were City Manager Gino Grimaldi,City Attorney Mary Bridget Smith, City Recorder Amy Sowa and members of the staff. Councilors VanGordon and Woodrow were absent(excused). PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Lundberg. SPRINGFIELD UPBEAT CONSENT CALENDAR 1. Claims a. ORDINANCE NO. 6366—AN ORDINANCE APPROVING THE ANNEXATION OF CERTAIN TERRITORY TO THE CITY OF SPRINGFIELD AND WILLAMALANE PARK AND RECREATION DISTRICT;AND WITHDRAWING THE SAME TERRITORY FROM THE MCKENZIE FIRE AND RESCUE FIRE DISTRICT. 5. Other Routine Matters IT WAS MOVED BY COUNCILOR PISHIONERI WITH A SECOND BY COUNCILOR STOEHR TO APPROVE THE CONSENT CALENDAR. THE MOTION PASSED WITH A VOTE OF 4 FOR AND 0 AGAINST(2 ABSENT—VANGORDON AND WOODROW). Speakers may not yield their time to others. 1. 2018-2022 Capital Improvement Program,a Community Reinvestment Plan. Jeff Paschall, City Engineer,presented the staff report on this item. The City of Springfield's 2018-2022 CIP—A Community Reinvestment Plan has been drafted by staff,reviewed by the Planning Commission(February 22, 2017 and March 7,2017),and reviewed by the City Council in work session(April 3,2017). It is now ready for public hearing and adoption. The Planning Commission reviewed the Draft City of Springfield 2018—2022 CIP at their February 22,2017 meeting. The Commission recommended Council approval of the plan at their March 7, 2017 meeting. The City Council reviewed the draft CIP in work session on April 3,2017 and provided direction to bring the CIP as drafted to a Council regular session for public hearing and After hearing public comments,Council is requested to adopt the 2018—2022 Capital Improvement Program by motion. Mayor Lundberg opened the public hearing. No one appeared to speak. Mayor Lundberg closed the public hearing. IT WAS MOVED BY COUNCILOR PISHIONERI WITH A SECOND BY COUNCILOR MOORE TO APPROVE THE RESOLUTION. THE MOTION PASSED WITH A VOTE OF 4 FOR AND 0 AGAINST(2 ABSENT—VANGORDON AND WOODROW). BUSINESS FROM THE AUDIENCE COUNCIL RESPONSE CORRESPONDENCE AND PETITIONS BIDS ORDINANCES BUSINESS FROM THE CITY COUNCIL 1. Councilor Pishioneri spoke regarding the Metropolitan Wastewater Management Commission (MWMC)meeting. The MWMC adopted the Capital Program for$35.5M with a regional operating budget of$18.3M with a rate increase of 3% instead of the forecasted 3.5%. Bids were discussed for the remodel and expansion of the plant,and talked about biogas. The plant has the generation plant that generates electricity and heat for the plant by the biogas. There is a potential to sell that gas to NW Natural Gas for a profit.There could be enough revenue to pay for the electricity purchase from EWEB and still have additional funds to help pay of the plant remodel project in 6-8 years. The poplars took a hit during the winter storms. Part of the FEMA insurance City of Springfield Council Regular Meeting Minutes April 17,2017 Page 3 will cover part of the cost.He noted that Commissioner Farr will be replacing Commissioner Stewart on the MWMC. 2. Councilor Stoehr said he met with the Arts Commission on Tuesday, and they allocated$3900 to a variety of groups specializing in music and dance. There was also a film festival they sponsored that will be dedicated to short films made by high school students from Springfield. He also attended the Planning Commission meeting in which they considered an annexation that is on tonight's Council agenda. 3. Mayor Lundberg said since the Council will be taking both July and August off for summer recess,they will start early in June,particularly on the 1St and 3rd Mondays. It would give them the opportunity to take both July and August off. She did request dinner be served on those evenings. Council was supportive of doing that. 4. Councilor Wylie said she worked with the new Lane County Commissioner(Gary Williams)on the Lane ACT.He is a good man and good elected official. BUSINESS FROM THE CITY MANAGER BUSINESS FROM THE CITY ATTORNEY Ms. Smith said a memo regarding a case in Medford relating to discretionary immunity will be sent to the Council. The City of Medford and their urban renewal were sued when someone was injured in the crosswalk.The suit was for the placement and design of the crosswalk. The City of Medford was able to prevail for discretionary immunity for one claim but not the other. It is a reminder of how important it is to be consistent in all of our policy documents and statements to show we are properly delegating decisions to the right people, and making policy decisions related to funds. She also reported that the City of Springfield prevailed on a civil rights case with a former Police employee. They may appeal.
