Additionally staff would like to have discussions with property owners that have vacant or available land in areas that are optimal for locating a downtown fire station that will serve the community’s needs for the next 50 years. ISSUE STATEMENT: Standards of Cover studies show fire station #4 should be located closer to the downtown core for optimal response times. ATTACHMENTS: 1. Council Briefing Memorandum 2. Map of Potential Downtown Fire Station Sites DISCUSSION/ FINANCIAL IMPACT: In 2007 Emergency Services Consulting, Inc. was hired to do a Standards of Cover and Deployment Study for Springfield Fire. Their study analyzed the current deployment model and station locations and recommended changes that could improve service delivery. Among the many recommendations, and most significant, was the following: “Station #4’s response capability area extends over the locations of Station 3 and Station 5 primarily due to its quick access to major arterial roadways. By relocating Station 4 to the south near the intersection of Pioneer Parkway and Main Streets, additional coverage capability in the Glenwood Water District, as well as improved response along the western portion of Main Street, can be accomplished.” Moving fire station #4 closer to downtown would position a fire engine and paramedic ambulance in the area that is scheduled for urban development and will improve response times for the western portion of Main Street, Glenwood, and the commercial/industrial properties in the Booth Kelly complex. Fire Station 16 is 9,650 square feet and was opened in June 2009, at an approximate cost of $2.6 million dollars. Design and construction costs equated to a cost of $269/sq. ft. A comparable new station would be significantly more due to inflation and increased construction and design costs, as well as the cost to acquire land (if necessary). The potential cost of design and construction of a new fire station 4 is in the $3.5-4.0 million dollar range. COUNCIL GOALS/ MANDATE: Provide Financially Responsible and Innovative Government Services BACKGROUND: Fire station 4 located at 1475 5th St. is our oldest and smallest fire station, built in 1973, and 5,917 square feet. Designed to house one engine company (3 personnel) to serve the then mostly residential areas of north west Springfield. Although the building is well maintained, the small size and less than optimal location make it necessary to consider moving the station closer to the downtown core. The station is presently located in relative close proximity to fire station #5 located at 2705 Pheasant Blvd. that was built in 1997 to serve the Gateway neighborhood. With growth projected to occur in downtown Springfield, it is the appropriate time to consider relocating fire station #4 to serve the community over the next 50 years. The development of Glenwood and the redevelopment of Main St. would benefit from having a fire station located near the downtown core, with reduced response times for the entire downtown area including the Booth Kelly commercial/industrial complex. Having the fire station with an engine company and paramedic ambulance near the Springfield Justice Center will promote public safety downtown in the area of main transportation routes allowing for efficient travel north and south on Pioneer Parkway and east and west on Main Street. Having access to these routes will allow for rapid back up and ideal station coverage for station #3 at 1225 28th St and at fire station #5 on Pheasant Blvd. Co-locating a fire station with a standalone Springfield Library under consideration at the Republic parking lot located on the northeast corner of 5th and B St was considered. This location had merit, however; research with transportation planners could not find a solution to facilitate the route of travel for fire apparatus access in the parking lot or via the alley to enter the station. This location also created challenges for LTD bus stops and eliminated street parking where the apparatus would exit the station. The picture below illustrates the coverage zone for a relocated fire station 4. This ‘circle’ represents the new fire station 4 coverage area and is presented to show that fire station 5 and fire station 3 would still be adequately supported by fire station 4 even if relocated. MEMORANDUM 4/20/2017 Page 2 Attachment 1, Page 2 of 2 RECOMMENDED ACTION: Give staff direction on Station 4 relocation that includes the ability for staff to pursue grants and research construction funding strategies for the project.
