MINUTES OF THE REGULAR MEETING OF
THE SPRINGFIELD CITY COUNCIL HELD
MONDAY APRIL 3, 2017
The City of Springfield Council met in regular session in the Council Chambers,225 Fifth Street,
Springfield, Oregon, on Monday April 3,2017 at 7:00 p.m.,with Mayor Lundberg presiding.
ATTENDANCE
Present were Mayor Lundberg and Councilors Wylie,Moore, Stoehr,Woodrow and Pishioneri. Also
present were City Manager Gino Grimaldi,City Attorney Mary Bridget Smith,Administrative
Specialist Amy Jo Ripka and members of the staff.
Councilor VanGordon was absent(excused).

1. Master Fees and Charges Schedule—Springfield 2017 Update.
RESOLUTION NO. 2017-11 —A RESOLUTION OF THE COMMON COUNCIL OF THE
CITY OF SPRINGFIELD ADOPTING A MASTER FEES AND CHARGES SCHEDULE FOR
FEES CHARGES RATES PERMITS AND LICENSES AS ESTABLISHED BY THE
SPRINGFIELD MUNICIPAL CODE FIRE CODE AND BUILDING CODE.
Bob Duey,Finance Director, presented the staff report on this item:.
Each year,Council and staff review existing fees and charges for appropriateness of rates for meeting
cost-recovery targets as well as reviewing for areas where new or additional fees should be considered.
This spring of 2017 review will focus on updates for annual impacts of inflation,new fees, and
omissions as directed by Council.
Mr.Duey reviewed the changes to the fees and charges. An additional fee that was added after the
work session and after the agenda packet was published was a utility fee for compensation on city
owned properties. He explained in more detail the purpose of the fee. Code changes for this fee will
come to Council at a later Council meeting.
Councilor Pishioneri asked if the number of towers co-located on one tower could be increased.
Ms. Smith said she didn't know if the number could be increased in the Development Code.This fee is
trying to capture new technology that attaches to utility poles. Staff can look into the co-location
question.
Councilor Pishioneri said if each tower could accept a higher number of co-location, it would be a
better use of space.
Mr. Grimaldi said as he recalls, if there is space available and technically could be done,the City can
require co-location.

ORDINANCE NO I —AN ORDINANCE AN APPROVING THE ANNEXATION OF
CERTAIN TERRITORY TO THE CITY OF SPRINGFIELD AND WILLAMALANE PARK
AND RECREATION DISTRICT;AND WITHDRAWING THE SAME TERRITORY FROM
THE MCKENZIE FIRE AND RESCUE FIRE DISTRICT FIRST READING .
Andy Limbird, Senior Planner presented the staff report on this item.
Willamalane Park&Recreation District submitted a request for annexation to the City of Springfield for a
parcel jointly owned with the City at 7575 McKenzie Highway.The request facilitates construction of a
trailhead for the Thurston Hills Natural Area Park.Annexation is pursuant to requirements in a
Memorandum of Understanding(MOU)approved by City Council and Willamalane guiding the
development of the Thurston Hills Natural Area,and an approved Site Plan for the trailhead(TYP216-
00037).
ORS Chapter 222 and SDC Article 5.7-100 authorizes the City Council to act on annexation requests. In
accordance with SDC 5.7-155 and ORS 222,040,222.180 and 222.465, if approved the annexation will
become effective 30 days after signature by the Mayor or upon acknowledgement by the State—whichever
date is later.
The subject property is contiguous with the City limits along the site's McKenzie Highway frontage.
Urban services are available to serve the proposed trailhead. An Annexation Agreement(attached)
identifies Willamalane's obligations for future extension of public infrastructure to and across the property.
The staff report confirms the annexation request meets the criteria in SDC 5.7-100.
The subject property carries a zoning and plan designation of Low Density Residential(LDR)with
Urbanizable Fringe Overlay District(UF-10).Per the attached MOU,Willamalanc has submitted
concurrent applications for zoning map and Metro Plan amendments to change the plan designation and
zoning for park property to the City's Public Land and Open Space(PLO)zone and the Metro Plan's Parks
and Open Space designation.These applications will be reviewed by the Springfield and Lane County
Planning Commissions at a future public hearing followed thereafter by a joint public hearing of the
Springfield City Council and Lane County Board of Commissioners.
Staff recommends the City Council approve the annexation of territory to the City of Springfield and to the
Willamalane Park and Recreation District boundary and withdrawal from McKenzie Fire and Rescue Fire
District.
Councilor Pishioneri asked about the timing for sanitary hook-up for other applicants wanting to annex into
the City.
Mr.Limbird said typically that is determined through the annexation agreement.Annexation doesn't
usually occur until someone has solid development plans.There are development plans for this site,limited
to parking lot and trail facilities at this point. Sewer would be extended in the future if there is more
extensive activity on the site,such as restroom facilities. It will be available,but not required if there is
nothing demanding hookup.The responsibility for that and trigger mechanisms are set in the annexation
agreement.That is a typical strategy that is used to defer utilities that aren't needed at the outset,but will be
needed in the future.
Councilor Pishioneri asked if that was non-nal.He gave an example of a residential property wanting to
annex.

Mr.Limbird said each case is unique.Sometimes there is no need to hook up to sewer immediately if there
is not septic failure. Septic failures typically generate a requirement to annex. If there is going to be a
chance in the development context,they would be required to connect to the sewer. Generally,the cost of
annexation warrants the applicant hooking up to city services.There have been instances where property
was annexed,but the property owner was not required to hook up immediately.
Councilor Pishioneri asked if we were treating Willamalane differently than an average citizen.
Mr.Limbird said they are being treated equitably through the armexation agreement. It is a standard
document used for all applicants.
Councilor Stoehr asked if there was an anticipated use of the heritage home located on this site.
Mr.Limbird said he understood the house would be maintained on the site as a heritage resource and
possibly for some administration of the park,but Willamalane may be able to speak more of their long-term
plans.
Councilor Stoehr asked about the trail on site and the location of the trailhead.
Mr.Limbird said he thought the trailhead would be going east and south.The existing trail was done by the
former property owner to thin out some of the trees.
Councilor Moore said she had concerns about traffic in this area. She asked if there would be an
opportunity for the Council to discuss this in the future when they develop the trailhead.
Mr.Limbird said there will be a site plan review required for the parking lot similar to the one constructed
off Jasper Road and South 32"d Street. Traffic and transportation impacts are a key consideration,as well as
access to the site, There is an existing driveway that would need to be updated to a commercial type
driveway for easier access in and out.
Councilor Moore asked what the speed limit was at the entrance.
Mr.Limbird said it is 45 mph.
Mayor Lundberg opened the public hearing.
I. Colin McArthur,Eu en�e,.OR. Mr.McArthur said he was here representing Willamalane,the
applicant.Willamalane is a special district that provides parks and recreation facilities and
services to Springfield residents.This is a fairly routine action by Willamalane.As the district
grows and opportunities arise, they acquire land on the periphery and with City approval
annex such areas that require urban services to support future development. In 2016,City
Council approved a similar request for annexation for the Jasper Road Trailhead,which
provides access to the Mill Race Path.That was a key initial step in the realization of that
project.He identified the property requested to be annexed.The property is planned for a
trailhead to serve Thurston Hills Natural Park. He provided background from the time the
property was purchased in 2006 by the City and Willamalane as identified as the historic Gray
Homestead,the house referenced earlier. In 2012, Springfield voters approved a bond measure
including funds for acquisition and improvement of a natural area park in the Thurston Hills
area. In 2014, Willamalane acquired 665 acres of property that comprised of the natural area
park,approximately 435 acres of those within Springfield's urban growth boundary. In 2016,
Willamalane and the City executed a Memorandum of Understanding(MOU)regarding

development of the park. Conditions of the MOU required annexation of the trailhead site and
required.Willarnalane to apply for Metro Plan and zoning map amendments to change the plan
designation zoning from low density residential(LDR)to parks and open space. Those were
submitted in January and are currently under review.The subject property is contiguous to
City limits along the McKenzie Highway frontage.Urban services are currently available and
have sufficient capacity to serve the trailhead. The annexation agreement between the City and
Willamalane identifies Willamalane's obligations for future expansion of public infrastructure
and access to the property. This request is an important step in the realization of the vision for
the Thurston Hills Natural.Area.The staff report recommends approval of the annexation
request. Willamalane supports the work of staff, concurs with their recommendation and
accept the terms of the annexation agreement.
2. Eric Wold, Springfield,OR.. Mr. Wold said he is the Parks and Facilities Director for
Willamalane Park and Recreation District. He encouraged the Council tosupport the
annexation. Like the Mill Race Path that was completed this winter,and the Middle Fork Path
that was completed a few years ago,the Thurston Hills Natural Area is a project that the
community has been requesting for many years and that Willamalane and the City have been.
working together collaboratively on for over a decade. In 2003,the City Council and
Willamalane Board unanimously endorsed the Rivers to Ridges Vision and Strategies. In that
plan,the Thurston Hills Natural Area was identified as a future site for a natural area park.
Shortly thereafter, in 2004, Willamalane adopted a Comprehensive Plan and the Thurston
Hills was identified as a possible site for a large,natural area park. In 2006, Willamalane and
the City jointly purchased the 3 acre site being proposed for annexation,which is the first
parcel purchased for the Thurston Hills Natural Area. During the extensive public input
process that Willamalane conducted up to its 2012 Comprehensive Plan, natural area parks
were identified by the community as one of its highest priorities. When the Comprehensive
Plan was adopted in late 2012,the Thurston Hills Ridgeline Park was one of the key projects
identified for near term implementation. Later in 2012,the public approved WilIamalane's
$20M bond measure,which specifically included acquisition of hundreds of acres in the
Thurston Hills Ridgeline for a natural area park and trails. Soon after the bond measure
passed,Willamalane leveraged its bond measure funding with several federal grants to acquire
hundreds of acres of natural area and the Thurston Hills Natural Area Park is now 665 acres.
Over the past year,Willamalane staff have completed a management plan for the entire 665
acre natural area which identifies the key actions to implement to both enhance the natural
area values and provide public access so the public can appreciate,hike through,bike, observe
wildlife and take in the beautiful scenic vistas throughout the natural area.The annexation
ordinance is the next key step in helping realize the community's long-term vision of having
close to home access to nature and the ability to hike on beautiful trails. He encouraged the
Council to support the annexation.

BUSINESS FROM THE AUDIENCE
1. James Yarnall, Snringfield,OR. Mr.Yarnall said some time ago,the City considered ways to
avoid expanding the City's boundaries. One of those was to limit lot sizes to increase density
in residential.That seems to be working well. He noted the new subdivision on Rainbow

Drive. In his opinion,there is no rule that covers every unforeseen circumstance.There are
occasions when the development area will not confoUn to the standard size conditions.There
are conditions that create addition problems with the enforcement of the density condition,
such as oddly conformed.lots. He asked to schedule a meeting with.the Council to go over his
concern.

1. Committee Appointments
a. Budget Committee Appointments.
Bob Duey, Finance director, Presented the staff report on this item. Three vacancies have occurred on
the City's Budget Committee due to the term expirations of members from the Ward 1,Ward 2 and
Ward 3 positions. After interviews of Luke Lundberg,Robert Rivas,and Kristin Kintigh on February
21 st,Council members directed staff to reopen the recruitment to expand the pool. The second
recruitment was opened on February 22nd and closed on March 20'h. One applicant was received
during the second recruitment—Shannon Mudge. Council interviewed Mr.Mudge during their work
session earlier this evening.

City Attorney Mary Bridget Smith responded to a question from Councilor Pishioneri regarding
wireless telecommunications facilities and co-location. The Code says new facilities are supposed to

be designed for the maximum number of co-locations as technically possible.There is no specific
number.
Councilor Pishioneri said that leaves it ambiguous. The company can self-determine how many others
can co-locate based on the size of their tower.That is what he would like to review and consider.
