ORDINANCE NO. 6107
(SPECIAL)
AN ORDINANCE TRANSFERRING AUTHORITY TO EXERCISE THE URBAN
RENEWAL POWERS OF THE SPRINGFIELD ECONOMIC DEVELOPMENT AGENCY TO
THE SPRINGFIELD ECONOMIC DEVELOPMENT AGENCY BOARD OF DIRECTORS
WHICH SHALL BE COMPRISED OF THE MAYOR AND COUNCIL OF THE CITY OF
SPRINGFIELD, OREGON AND THE LANE COUNTY COMMISSIONER ELECTED AS
COUNTY COMMISSIONER TO SPRINGFIELD DISTRICT #2 AND THE LANE COUNTY
COMMISSIONER ELECTED TO EAST LANE DISTRICT #5, WHICH IS DULY
AUTHORIZED TO EXERCISE THOSE POWERS UNDER ORS 457.045, AND DECLARING
AN EMERGENCY.
RECITALS:
1. On June 2, 1986 the City Council adopted Ordinance No. 5335 declaring that
blight as defined in ORS existed within the Springfield Urban Growth Boundary,
2. ' On June 19th, 1989 the City Council adopted an Ordinance transferring authority
to exercise those powers to the Governing Body of the City of Springfield.
3. The identified conditions of blight have not been remedied throughout the
Springfield Urban Growth Boundary, and the full economic development potential of the
Glenwood area, in particular, is limited by these blighted conditions.
4. The construction of public facilities is necessary for industrial, commercial, and
residential development to occur in the G1enwood area, and tax increment financing is an
appropriate method of paying for the public share of these needed improvements.
5. The G1enwood area has been subject of significant development interest and there
is an immediate need to respond expeditiously to community demands for public improvements
that are needed to make sites development-ready so that jobs can be created for Springfield's
citizens.
6. The Board of Commissioners of Lane County has requested participation as
voting members of the Springfield Economic Development Agency because Lane County
Commissioners represent those residents of G1enwood in the Urban Transition Area between the
City of Springfield city limits and the Springfield Urban Growth Boundary.
THE CITY OF SPRINGFIELD DOES THEREFORE NOW ORDAIN AS FOLLOWS:
Section 1: The Common Council hereby finds and determines by reason of the
foregoing recitals that blighted areas exist within the City of Springfield and within its urban
growth boundary and that there is a continued need for an Urban Renewal Agency to address the
problems created thereby. .

Section 2: The Common Council hereby elects to exercise the powers ofthe Urban
Renewal Agency heretofore created in accordance with ORS 457.045, and in accordance with
ORS 457.055 does transfer the authority to exercise the powers of the Urban Renewal Agency to
the Springfield Economic Development Agency Board of Directors which shall be comprised of
the Mayor and Council of the City of Springfield, Oregon, and the Lane County Commissioner
elected as County Commissioner to Springfield District #2, and the Lane County Commissioner
elected to East Lane District #5 (for a total of9 members), which is duly authorized to exercise
those powers under ORS 457.045.
Section 3: The Mayor and Council of the City of Springfield, Oregon and the two
additional members, Lane County Commissioner elected as County Commissioner to Springfield
District #2 and Lane County Commissioner elected to East Lane District #5, acting as the
Springfield Urban Renewal Agency Board of Directors shall have all the powers and authority
provided by ORS 457 for Urban Renewal Agencies in the State of Oregon,
Section 4: It is hereby found and determined that matters affecting the remedying of
conditions of blight and the encouragement of full economic development potential are matters
affecting the public health, safety and welfare, and that an emergency therefore exists and this
Ordinance shall take effect immediately upon its adoption by the Council and approval by the
Mayor.
