Ms. 8etty Mills, Manager Springfield Downtown Association 655 North "A" Street Springfield, Oregon 97477 . 'j- 1! '., ..' .' Dear Ms . Mill ~: , .:; , . .!~. . ,. ., \ ,: ',' , , ," .1.' The Development Review Comimittee has reviewed your site plan for the proposed pocket park and grant site plan approval based upon the drawings submitted and the requirements listed below: . 1. The address for the pocket park is 631 Main Street. 2. The Plumbing permit fee is required. The fee is $32.20, and must be paid at the time the permit is issued. 3. There will be no fee for the Fence permit or Encroachment permit, however, these must be applied for. 4. Wheel stops are required for the parking stalls south of the fence. 5, Two ballards are required, one at each end of the fence, to discourage vehicles from entering the park. 6. The Development Agreement relative to the maintenance of the park will be prepared and available on December 20th. . , The following are staff recommendations: 1. Add a third rash receptacle near the benches. 2. Lay conduit under concrete to allow for eventual installation of pedestrian lighting in the center, near the bench. 3. Redes i gn the "ra i sed platform"; it wi 11 appear as a 1 a rge. bori ng slab if constructed as is; suggest constructing perimeter walls only, filling with topsoil and planting; wooden strips could be bolted to tops of walls to discourage sitting. 4. Suggest exposed aggregate paving to tie in with anticipated Main Street sldewalks. 225 North 5th Street . Springfield. Oregon 97477 · 503/726-3753 . e, !. " "5. Suggest using wooden benches (continue City Hall bench style), or . at least bolting wood to the top of concrete benches to encDurage sitting; CDncrete is cold. 6. Plant as large a tree as is available for maximum initial impact.
