Subject: Occupancy Inspection at 707 Main Street, Springfield,
Oregon.
Oear Mr. Ellis:
It is unfortunate you have chosen not to comply with the building
items noted on the July 11, 1989 inspection report, a copy which
is enclosed for your convenience. These items were addressed for
the safety and welfare of the occupants and users of your
building. In no manner were these requirements made to restrict
business growth as you have mentioned.
Because the current use of the building may present no more of a
hazardous use than the prior use, and there does not appear to be
a discernible change in the occupancy group classification, it is
my determination that it would be questionable to enforce the
noted safety improvements. This position is based solely on the
literal reading of the State Building Code and not necessarily the
intentand/or application of the code relative to providing
increased public safety in existing buildings.

Occupancy Inspection at 707 Main Street, Springfield,

Dear Mr. Ellis:
The following items were addressed during the occupancy inspection
performed on July II, 1989.
Structural
,1. Guardrails are required on all balconies, landings, floors or
roofs which are used for purposes other than servicing the
building and which are more than 30" above grade or, the floor
below. The guardrail shall be at least 42" high and shall
have intermediate rails spaced at intervals that will not
allow a 6" sphere to pass through (up to 12" rail spacing may
be used in areas not accessible to the public). Open stairs
shall be similarly protected except that the height of the
,handrail shall be between 30" and 34" above the stair
nos i ngs. ' The ends of the handra il s sha 11 return to a newe 1
post or walL
2. The rise of every step in a stairway shall not be,'less than
4" nor greater' than 7". Except on winding, circular and
spiral stairs, the run (depth) of' each ~tep shall not be less
than 11" (measured horizontally between. the projection of the
step nosings). The largest tread run and the greatest riser
height shall not exceed the smallest by more than 3/8".
3. Stairs having more than two (2) risers and which are wider
than 44" shall have handrails on both sides of the stairway.
Handrails shall be placed not less than 30,"'nor more than 34"
above the line of nosings of the treads and shall be
continuous the full length of the stairs. Ends shall be
returned to the wall or terminate at a post. Open stair
railings shall have intermediate rails not greater than 6"
apart. The handgrip portion of the rail shall be not less
than 1-1/4" nor more than 2" in cross-section or the shape

shall provide an equivalent gripping surface. A minimum
clearance of not less than 1-1/2" shall be provided between
the handrail and the wall.
4. Glazing, operable or inoperable, adjacent to a door in all
buildings must be tempered, Glazing less than 18" above the
finished floor level or within 36" of a walking surface must
be tempered.
