Occupancy Inspection at 630 Main Street, Springfield, Oregon

Dear Mr. Gibson:
At your request, the Springfield Building Safety Division conducted an inspection of the building
at the above address for. the proposed use as a movie theater.
Based on the proposed occupancy, the existing conditions \\'hich are mentioned below do not meet
the minimum Building Safety Code requirements. Correcth'e measures must be taken prior to
occupancy to install, repair, replace or modify the following items in order for the building to
conform to appliCllble safety codes.
STRUCTURAL
1. Emergency exit lighting will be required at all exits from the theater area.
2. Stairs ha\'ing more than two risers and which are wider than 44" shall have handrails on
both sides of the stairway. Handrails shall be placed not less than 34" nor more than 38"
above the line of nosings of the treads and shall be continuous the full length of the stairs.
Ends shall be returned to the wall or terminate at a post. Open stair railings shall have
intermediate rails not greater than 6" apart. The handgrip portion of the rail shall be not
Jess than 1 1/2" nor more than 2" in cross-section or the shape shall provide an equivalent
gripping surface. A minimum clearance of not less than I 1/2 shall be pro,'ided between the
handrail and the wall.
3. A sign reading "Safety Film Only Pen/lined in This Room" ~hall be posted on the outside of
each-projection room door unci in a con~pku(;us l(';:.dti(,n wilhin the ~rujl"<.:liun roura.
PLUMBING
4. Toilets in public restrooms shall be prO\'ided with open front toilet seats.

5. The discharge from the water heater temperature pressure relief \'al\'e shall be extended
directly to the exterior of the building using appro\'ed materials of the same size as the \'al\'e
outlet and shall terminate at a location that will a\'oid ha7.ard to persons and property at a
point within 6" to 24" of the ground.
MECHAA'lCAL
6. A sen'ice report on the maintenance of the existing mechanical system shall be performed
by a licensed mechanical contractor.
ELECTRICAL
7. Broken or missing co\'er plates were noted on electrical outlets, switches and/or junction
boxes \\'hich require replacement to reduce the possibility of electrical shock or fire.
8. The integrity of the electrical cable insulation shall be checked with a "Megger" as described
in the National Electrical Code, 550-12a.
9. The quality of the circuit breakers may ha\'e deteriorated o\'er the )'ears. It is our
recommendation they be replaced with new breakers in new panels.
10. All circuit breakers in the electrical panel shall be properly labeled.
11. Circuit breakers used as s\\itches shall be appropriately labeled.
12. All lighting and similar electrical fixtures shall be adequately secured.
Building permits must be obtained for the abo\'e items which in\'ol\'e repairs or modifications to the
structural, electrical, plumbing or mechanical s)'stems of the building and for any additions or
re\'isions you wish to make to the building.
An Oregon licensed electrical contractor is required for all new work and substantial alterations to
existing electrical s)'stems.
