I talked to Len Goodwin and we have no federal funds on the B Street project because of the
Fund Exchange Program we did with the State. The money we got from the State did not have
"strings" attached and no funds will need to be repaid.

Sorry, one more Item related to the Scott Olson letter Is there any reason the City would be obligated to repay
any state or federal agency if a one-block segment of the street was vacated and closed to public travel? I'm not
sure who "suggested" this would be the case other than Mr Olson himself

B Street Rehabilitation Project #1-882
. Bid opening May 13, 1996
. Notice to Proceed June 17,1996 extended to July 8,1996
. Final acceptance in September 1997
. 8" Concrete over 4" of rock (currently not consider suffiCient - needs 12+" of rock and maybe a
couple of more Inches of concrete)
. $759,676.11 project cost was split between City Funds (Fund 01, 3232-87698 and 3232-87626)
and Development Projects Funds (Fund 20,3232-87698)
. A portion of money was from Federal Funds allocated to us that we exchanged With the State for
State Funds. We gave the State $400,000 00 of our Federal funds for $376,000 In State funds.
(According to Len GoodWin this exchange program gave the City more flexibility in using the
money because State money has fewer restrictions than Federal money. The State In turn got
additional Federal money for its projects and since they must follow Federal Guidelines anyway
the program benefits all parties.)
. Project length was 4,400+/- lineal feet. The section currently proposed for closure is 350+/- lineal

feet or 8% of the project length Assuming the costs were equivalent across the proJect, the
block between 4th Street and Pioneer Parkway East cost $60,774.09.
