H-sq~'rJG ;SIJ'-Y If.:, ,2007 March 13, 2007 TO Spnngfield Planning Comnussion i\~ ':kuie Ballew, Resident FROM SUBJECT Amendment to SDC Article 9, Vacations The amendment to Spnngfield Development Code Article9, VacatIOns allows the Spnngfield City Council to unilaterally remove public nght-of-way from general usage, I e public streets, and use that nght-of-way for alternative publIc purposes Tms change allows the City CouncIl to place an employee parkIng lot and a storage facility In the rruddle ofB Street, between 4th Street and Pioneer Parkway East That change wIll mean daily, over 1,000 velucles, mcludmg a bus, wIll be diverted to A or C Street for traffic to connect to either Pioneer Parkway Assuming a 50% split, that means that at least 500 vemcles, Includmg the bus, will travel along C street, a reSidential street within the Washburne Dlstnct , , I am very opposed to clOSing a concrete artenal so that less than 50 city employees can have secured parkIng, particularly since the other 350 employees d6 not have that benefit WillIe I support discretionary power for the CouncIl, I belIeve that their deCisions should meet the same standards of Justification applIed to pnvate developers Allowing a pnvate developer to close a public street to place a parking lot and a storage facility upon It would reqUIre conSiderable weight of evidence to be an "allowed variation" I hope that during your consideratIOn of this proposed change, you will reqUIre additional conditIOns to be applIed to the deciSIOn-makIng process when a putlIc right-of-way is approved for "alternatIve publIc purposes" / Date Received:.-1j}J/;;,oo7 Planner: AL
