Dear Alan,
Regarding your letter concerning the allowable uses on property at 2600 Marn Street, further
descnbed on Lane County Assessor's Map 17-03-36-4-2, tax lot 700, and 17-03-36-1-4, tax
lots 19500 and 22400, I prOVide the follOWing information The property IS deSignated
Commercial on the Metro Plan Diagram and the City zone deSignation IS Community
Commercial The uses allowed rn the zone are descnbed rn the Spnngfleld Development Code,
Article 1 8 (attached) I agree that the eXisting zone does not fit some of the most likely uses
of the property, given the lot configuration and eXisting structures However, I call your
attention to subsection (13) of Article 18 under the listed category of uses In the Community
Commercial zone Such uses as heavy equipment and truck rental/sales, lumber yards and
bUilding matenals, warehouses and storage areas are allowed Other allowed uses that may
apply are garages for automotive, manne and mobile home sales, serVice, storage and repair
Regardrng manufactunng or assembly uses, such uses would be permitted only as secondary
uses to a pnmary commercial use A secondary use must also be directly related to the
pnmary use If the property owner wishes to establish a manufactunng use on this site as
a pnmary use, then a Metro Plan amendment from Commercial to Industnal IS required and
a subsequent zone change to the appropnate Industnal zone
An ordinance revIsing the Metro Plan amendment process IS currently be adopted by the
Metro governments The ordinance will become effective rn January, 1991 The revIsions
will allow property owners to Initiate a Metro Plan amendment at any time prOVided the area
of the proposed change IS less than 1 5 acres for Industnal and commerCial land and 30 acres
for residential land A proposed amendment wlthrn Spnngfleld would be reviewed by the City
and referred to Eugene and Lane County for comments only It would be rncumbent on the
property owner to demonstrate the need for the Plan amendment There are no guarantees
that approval would be granted

J am wntlng you concerning a property located at 2600 Main Street about which we
spoke last week ThiS property contains three tax lots 17-03-36-4-1-700, 17-03-36-1-4-
19500, and 17-03-36-1-4-22400 It IS owned by Mr and Mrs Calvin Hale of 1448
Cheek Street, Spnngfleld
The property has approximately 95,325 sq ft of land With an 11,250 square foot wood
frame/ concrete block shop bUilding and a 1480 sq ft wood frame office bUilding
Since 1977, Westates Tractor Company, Inc has leased the bUilding The property
has been a heavy eqUipment sales and shop area since the 1950's
I have been asked by the Hale's to help them evaluate the prospects for sale or long
term lease of their property Westates IS In the midst of negotiations With the owners to
terminate their lease They have mostly vacated the bUilding and yard As you know,
they use the property was as for heavy equipment sales, repair, storage, and parts
ThiS parcellS zoned communrty commercial It IS In an area of automotive related uses
WIth a concentratIon of repaIr and service faCIlities It appears highly likely to me that
the probable users of the property would be ones that could utilize the eXisting
Improvements for repair, storage, and office use or a light assembly operation The
best POSSIbIlity w9u1d seem to be another heavy eqUipment bUSiness Prospects of
redeveloping the property for any retail type use are minimal

As you know, the eXisting zoning does not really fit some of the most likely uses of the
property However, the property has a long history of tenancy by a heavy equipment
company I would hope that your office could provide some c1anflcatlon on thiS matter
Your ability to be fleXible on thiS matter will hopefully result In a new user of thiS parcel
and avoid an unnecessary vacancy
