SUBJECT
CITY JOURNAL NUMBER 87-04-57. Pre-Application Conference to discuss the proposed
construction of a 12-14 unit condominium units. The location of the property is on
Hayden Bridge Road, approximately 600 feet from Marcola Road.
ATTENDANCE

ACTION
No formal action was taken, this meeting was held to provide the applicant with
information prior to submitting a formal application for an Annexation, Discretionary
Use approval, Type II Site Plan Review approval and Tree Cutting approval.
DISCUSSION
The items discussed may not include all issues which may be reviewed as part of the
actual application.
1. Assessor's Map# 17021941 Tax Lots 900, 901 and 902: The zoning is Low Density
Residential /UF-10 (this property is within Springfield's Urban Growth Boundary);
the Metro Plan designation is LOR.
2. The maximum units permitted on the proposed site (1.75 acres) in the LDR District
is 14.
3. Annexation (fee - $300.00) will be required for this proposal. The proposed site
is adjacent to the existing City Limit line to the west. Annexation can be made
a condition of Discretionary Use approval to allow construction to occur prior to
annexation.

6. As part of Site Plan Review the following issues will need to be addressed:
a. The proposed site is on Metro maps as wetland (i.e., riparian) vegetation; is
possibly a habitat for an "official" endangered species (Vestern
rattlesnake); and is also a "Prominent and Plentiful Vegetation" area on the
Scenic Areas map.
b. The slope of the land appears to be at more than 15 percent. SDC 26.070
requires the following reports:
(1) A Soils and Geology Report prepared by a Geologist or Civil Engineer.
(2) A Grading Plan Report prepared by a Civil Engineer
(3) A Vegetation and Revegetation Report
c. The connection to public utilities:
(1) Rainbow Vater District and the Springfield Utility Board can both serve
this site, however, if annexed, this site will probably be served by SUB.
SUB has estimated the cost of providing water to the site would be
approximately $70,000.00. Please contact Chuck Davis at the SUB Vater
Department for additional information. Please refer to the attached
comments from Rainbow Vater District. Vhile on the topic of water, fire
flow requirements are 3500 GPM without a fire sprinkler system for the
units and 2000 GPM with a sprinkler system.
(2) Sanitary Sewer must be provided to the site. It appears that the 6" line
on the north side of Marcola Road may not be adequate to serve the
proposed development and that an 8" line will probably be required. An
8" lined will have to go under Marcola Road to connect to the line on the
south side of Marcola Road. If you decide to go forward with this
project, you should have an Engineer prepare a design for City review.
(3) Dedication of right-of-way to 30 feet from the centerline of Hayden
Bridge Road will be required. A slope easement of unknown size will be
required. The size will be determined when a more complete plan is
submitted. An Improvement 'Agreement will be required. A Facilities
Permit from Lane County will be required for access to Hayden Bridge
Road. Access to the property:would have to be redesigned; the driveways
on your plan are unsafe as shown.

7. If more than 5 trees 8" in diameter will be cut, a Tree Felling Permit (no fee)
will be required. The Vegetation Revegetation Report discussed above can be
combined with this requirement.

SUBJECT: Proposed Multi-Unit Residential Development on Tax Lots 900, 901 and
9U2 of Assessor's t1ap 17-92-19-41
Dear Gary,
Uur comments on the proposed development follow:
1. The boundary of the Rainbow Water District currently exists along the
north property line of the proposed development. If the development is not annexed
to the city, the developer would be required to annex to our district. The annexation
would be accomplished through the regular procedures of the Lane County Boundary
Commission and would probably be fully supported by our commissioners. If annexed
to the city, the property would not require annexation to our district to receive
\later service.
2. The applicant has been informed previously that water service to the
development will require us to extend an 811 water main from the intersection
of Winslow Avenue and Hayden Bridge Road to and across the full frontage of the
site. The developer is responsible for the full costs for this water main extension
and was provided an ~stimate previously.
3. The development as drawn shows two five-plexes and one four-p1ex dwellings.
Our regulations require residences up to an including four-plexes to have separate
meters to each unit. Five-plexes and larger may be master-metered, however,
we strongly advise that each unit be metered separately. We will be happy to
provide an estimate for the metering and other development costs on request.
