SUBJECT
CITY JOURNAL NUMBER 88-05-73. Type I Site Plan Review: The Springfield Wastewater
Treatment Plant Demolition Project will convert the existing mothballed facility into
an open, passive space and will be landscaped and contoured in order to accommodate
conversion to a sewage retention basin in 15 to 20 years. All structures,
foundations and piping not in use will be removed. ' Drainage, irrigation and
landscaping will be provided. The location is 1451 Walnut Street. The zoning is
Public Land and Open-Space; the Metro Plan Designation is PLO. The site is outside
of the Willamette Greenway because of its public facility use. The site abuts the
planning area of the Alton Baker Park Master Plan (ABPMP), a functional plan also
adopted by the Council. The open-space proposal is generally consistent with the
Plan. Sensitive vegetation in the area needs to be preserved. There are no
specifically identified natural or historic features on the site. Tax Assessor Map#
17033423 Tax Lot 800. The proposed use is permitted under Site Plan Review (SDC
23.020(4)(h)). There are no Special Use Standards to be met.

2. Street and street light improvements will be required (as specified in SDC 32.020
(lO(b) see attached) but deferrep to a future date by means of a special
improvement agreement either preparep separately or as part of the required
Development Agreement. Since there, is some uncertainty relating to monies to
cover the required improvements, the special improvement agreement will provide
for these monies. The exact amount of these monies will be determined by the
City's Engineering Division.
3. - Irrigation and drainage plans will be submitted as part of the Final Site Plan
submittal.
ACTION
PRELIMINARY SITE PLAN APPROVAL subject to requirements under Criteria of Approval
(See Attachment A).
VHAT NEEDS TO BE DONE TO OBTAIN FINAL SITE PLAN APPROVAL?
1. A Final Site Plan drawn to scale to include the location of the required street
lights is required within 90 days of the date of this letter.
2. Signing an Improvement Agreement for Aspen and North Yalnut Streets. This
agreement will be a special document which may be included as part of the
required Development Agreement if time becomes an issue.
3. A signed Development Agreement. This agreement will be prepared by staff upon
approval of your Final Site Plan.
APPEAL
If you wish to appeal this Type I Site Plan Review decision, you must do so within
10 days of the date of this letter. Your appeal must be in accordance with the
Springfield Development Code, Article 15, APPEALS.

(10) Additional Right of 'Way and Street Improvements.
(a) ~henever an existing street of inadequate width is abutting
or within a development area requiring Development Approval,
additional right of way shall be required. ~henever street
dedication results in right of way that does not connect with
the City street system, a deed restriction shall be recorded
with the Lane County Recording Officer. This deed
restriction shall state that the property shall not be built
upon until a fully improved street serving the property, and
connecting with the City street system, is constructed.

required by the Director or the City Engineer and the City

(d) Partial width (two-thirds) streets shall be permitted only if
all of the following criteria are met:
1. There is inadequate right of way to install a fully
improved street without changing street alignments.
2. The two-thirds street is adequate to carry anticipated
traffic loads until adjacent properties are developed
and the street is fully improved.
(e) If the developer bears the full cost of dedicating and/or
constructing 2/3 of an otherwise fully improved street, the
developer may retain a reserve strip subject to the following
terms and conditions:
1.
The retention of this strip does not constitute either
an express or implied agreement by the City to require
an abutting property owner to take access to the street
across the reserve strip.
