DISCUSSION
The items discussed may not include all issues which may be reviewed as part of the
actual application.
1. Assessor's Map# 17032710 Tax Lot 3600: The zoning is Light-Medium Industrial;
the Metro Plan designation is Light-Medium Industrial.
2. The proposed use is permitted under Site Plan Review (SDC 20.020(3)(d)). There
are no Special Use Standards to be met (the proposed rental area use must comply
with permitted uses in the Light-Medium Industrial District).

3. As part of Site Plan Review the following issues will need to be addressed:
a. A planted 5 foot front yard parking setback is required (SDC 20.050(1)(b).
the property. In addition, two street trees are required in the front yard
setback area (SDC 31.140). This standard has some flexibility. If the
landscaping required interferes with parking requirements, the square footage
required for landscaping may be located elsewhere on the property.
b. Parking requirements for the proposed use are 1 for each 500 square feet of
gross floor area (manufacture and assembly) and 1 for each 1000 square feet
of gross floor area (warehousing) (SDC 20.070(2)). The interior layout of
the building will be necessary to determine the parking needs for this site.
The parking back-up area near Q Street needs to meet Code standards. The
dimensions of the parking stalls and back-up areas need to be shown on your
Site Plan submittal (45 degree parking should be used).
All parking areas must be paved. Only "static" storage areas are permitted
to be gravel. The term "static" refers to permanent storage, with little or
no vehicular traffic.
c. An attempt should be made to share access to the proposed site with the
property owner to the east by using a joint use/access agreement.
d. If there is no sidewalk on the Q Street frontage, one will be required.
e. Any outdoor trash receptacles must be screened (SDC 31.160(1)(e)).
f. A copy of the access agreement for th~ area to the west of the proposed site
needs to accompany the Site Plan application.
4. The storm sewer issue (See attached Memo).
5. Building Code related issues. Fire rated walls will be required on the east and
west since there are no setbacks from the property lines. Staff will need to
know how the building is used to determine the R rating. The need for sprinklers
will depend on the type of building construction.
APPLICATION PROCEDURE
A Type I Site Plan application is necessary. The cut-off date for a Site Plan review
application is any Friday. An application is enclosed. If you will need any further

SUBJECT: DEVELOPMENT REVIEW COMMENTS
1. LARRY BRABHAM, BRABHAM ELECTRIC
A meeting was held Friday May 6, 1988 with City Engineer Al Peroutka,
Maintenance Supervisors Brian Conlon and George Dicks, Chief of
Construction Les Craigmile, and Mr Larry Brabham to go over Mr. Brabham's
proposed development and drainage plans.
It was decided that in the best interests of the City of Springfield, Mr.
Brabham would be allowed to build over a proposed 24" Storm Sewer under the
following conditions.
a. The design and installation of the proposed 24" Storm Sewer would meet
the approval of the City Engineer.
b. The proposed 24" Storm Sewer would extend south to the northern right of
way of Q Street within an easement obtained by Mr. Brabham from the co-
owners of the joint access road serving the Springfield News.
c. The City of Springfield would extend the 24" Storm Sewer across Q
Street to an out-fall along the Eugene Springfield freeway.
