J enna Village will provide a "gate in the fence separating occupied areas from areas under construction (as shown in Essex Construction's photocopied Site Plan, 1/9/02) to provide for an emergency access/egress gate to have Fire Department (Public Works) lock. Contact Fire Marshall Al Gerard for specifics. 2. All rental occupants to be notified that any use of the unit fire extinguisher requires that the occupant report immediately to the project manager for a replacement fire extinguisher. In addition, the January 14th meeting conducted with Gary Karp and other City staff members familiar with the projects site planning and building code and life safety Issues, requested the following items be declared as conditions required for the temporary occupancy of the buildings and their townhouse units: 3. No obstruction by construction vehicles (i. e. large trucks) is permitted on the access routes on site or on 48th Street or Aster Street (Deputy Fire Marshall Al Gerard). 4. The "As Built" drawings on the bio-swale are required in June of 2002 (Planner, Gary Karp). The general contractor, Essex Construction will provide 6'- 0" chain link fencing to separate tenants from on site construction related to other project buildings or site improvements. As other building units are completed, with city related inspections and approval for temporary occupancy, the general contractor will relocate fencing and those completed units will be placed on the rental market. The full sequence for temporary occupancies, related building numbers and projected dates, is described in the enclosed letter from Essex General Construction, Inc., of January 8, 2002 and their accompanied site plan layout of fencing locations. Vehicular and pedestrian access to the rental units will be from the west side of the site development on the new Aster Street access, west of the Woodside Assisted Living Community (adjacent to the Weyerhaeuser Road) on Main Street. Construction access to the site will predominantly occur from the east, by way of 50th or 51st Street(s). Please contact our office with any questions or review comments. We would appreciate your immediate attention to our request. ~tfull, (')/ . 7/ · Yf~# Art~ Paz Jr., AI 0 int Essex "Traffic Separation Plan", January 8,2002 Essex Site Plan with building and roadways, January 9,2002 ~ , .' . ~E55eX General Construction, Inc. 4284 W. 7th Avenue, Eugene, Oregon 97402 Tel: 541-342-4509 Fax: 541-342-6938 Traffic Separation Plan for J enna Estates January 8, 2002 Sirs: We intend to apply for temporary occupancy of buildings 3 and 5 of the Jenna Estates Apartment complex on or about the 15th of January 2002. Building 1, 2 and 4 on or about January 28, 2002. We will provide a 6' chainlink fence to separate the construction traffic and activities from the tenants who occupy buildings' 3 and 5. The tenants will have a separate entrance from Aster Street that will hQve no construction traffic. All construction traffic will enter the site from 49th Place. During the completion of buildings 1, 2, and 4 a gate will be provided that will allow minor construction activities to go on during working hours. This gate will be locked and secured after hours. The completion of buildings 1, 2 and 4 will require minor activities ie. the installation of carpet, painting etc. All of the major construction activities will have been completed on these three buildings before the temporary occup~ncy application for buildings 3 and 5. We anticipate no large trucks to enter the tenant area, small delivery trucks and some pick up trucks are all that will be required to complete the three buildings. All constr~ction parking will either on the construction side of the'fence or along 49th place. No construction parking will be allowed in the tenant area. After the first five buildings have temporary occupancy Buildings 6, 7,8, and 9 will be the next group to be ready. Essex will relocate the fence between units 3and 5 to the South side of units 8 and 9. Our current plan for phase three of the temporary occupancy request will be for Buildings 19 and 20. We will relocate the temporary fence to provide access for these buildings. All major construction activities on the remaining buildings will be complete at this time. Only smaller delivery trucks and pickup trucks will be required to complete the project. Please contact me if you have ay questions or comments.
