CITY OF SPRINGFIELD Augus t 11, 1981 TO: Edd Todd, Finance Director FROM: Ron Clark, Superintendent of Building SUBJECT: Occupancy Inspection - 500 Main Street ~ .' At your request an occupancy inspection was conducted on the building at 500 Main Street, known to us as the Ger~ch BuiUiing, on August 6, 1981." The building was vacant when the inspection was made. There being no particular type of business planned for the building use, it was assumed that the building might be used for offices and the inspection was conducted accordingly. Should a particular type of occupancy be planned for the building, additional inspections and requirements will be required. The following items were found to be in need of repair or replacement to conform with the applicable codes: 1. The crawl space, underfloor, must be provided with adequate ventilation. 2. A minimum of 18 inches clearance should be maintained between the ground and wood floor joist. 3. All debris should be removed from the crawl space. 4. All wood in direct contact with concrete must be replaced with treated wood or foundaction grade cedar or redwood. 5. All floor joist and beams where active dryrot is present must be replaced. 6. The crawl space area should be treated for termites. 7. All openings from the crawl space into the building must be fireblocked in an approved manner. 8. All stairways must be protected with a minimum of one-hour fire resistive construction. 9. Stairways should have handrails on both sides and extend at least 6 inches beyond the top and bottom risers and shall be returned or terminate in newel posts or safety terminals. 10. All stairways shall be provided with a minimum of 6 feet 6 inches headroom including the landing areas at the top and bottom of the stairway. . . . , Ed Todd; Finance Director August 11, 1981 Page 2. 11. The floor and wall to a height of 4 feet, in the restrooms, must be of a smooth, hard, nonabsorbent finish. 12. An exhaust fan must be provided "in the first floor restroom. The fan must be interconnected with the light switch so that the fan will be on whenever the light is on. The exhaust system shall be capable of providing a complete air change every 15 minutes. 13. The building must be equipped with a mechanically operated ventilating system that is capable of supplying a minimum of 5 cubic feet per minute of outside air with a total circulated of not less than 15 cubic feet per minute per occupant in all portions of the building and such system shall be kept con- tinuously in operation during such time as the building is occupied. 14. The building must be equipped with an approved automatic sprinkler system as specified in the Uniform Fire Code as adopted by the City of Springfield. 15. The boiler room must be provided with combustion air as required in Chapter 6 of the State Mechanical Code. 16. Electrical receptacles around the raised platform downstairs must be replaced or repaired. It should be noted that, depending on the use or occupant load which might occur, additional sanitary facilities. exits, handicap access, etc. might be required. Additional inspections will be required at that time. We estimate that alterations and ~epairs to the first floor alone could easily cost $25,000 - $50,000 or more.
