Revised plans submitted for the proposed construction of the building exiting system at the rear
of the building at the above project address have been reviewed by the Building Official for
conformance with the City of Springfield building safety codes, and for proposed alternate
methods of construction where existing conditions in the building cannot meet specific Code
requirements. The following requirements and conditions of approval are noted hereon and must
be verified through inspection during the construction process for approval of the proposed
revisions and alternate method of construction to be granted.
1. The elevator door at all levels shall be rated for a minimum of one-hour fire resistance.
2. All other penetrations through ceilings of the ducts shown in the storage room shall be
fire blocked in an approved manner.
3. . All doors to rescue rooms shall be one-hour rated door assemblies complete with required
hardware.
4. Due to conditions of existing construction, the proposed alternate method of construction
at the lower stair (Detail CIA) is granted with the following stipulations to be satisfied.

a. The exterior wall cavity at the north side of the stair shall be filled with insulation in
a manner that will fill all voids of the wall cavity. This stipulation applies to all wall
cavities in the exterior wall for the entire length of the stair enclosure.
b. All joints in each wall board layer shall be staggered a minimum of 16-inches
vertically and horizontally from joints in the other layer. The first layer shall b~
attached to the existing studs spaced no more than 16" o.c., and all horizontal
plates with 1-1/4" type W drywall screws at 12" on center. The second layer shall
be applied over the base layer and attached with 1-7/8" long type W drywall
screws, and offset 6" from screws in the base layer.
Although the above method does not necessarily provide a complete one-hour separation
for the exit enclosure, the proposal does provide additional protection for the enclosure
from the potential threat of fire at the adjoining area of the building that is not required to
have a fire-resistive rating. There appears to be no threat of fire for the enclosure from
below the stair. The Code does not require protection from under the stair .as long as the
under-stair area is not within the unprotected area of the building. The Code makes no
provision for floor protection in an exit enclosure.
ISSUANCE OR GRANTING OF THIS APPROVAL OF REVISIONS TO THE APPROVED PLANS,
SPECIFICATIONS AND OTHER DATA SHALL NOT BE CONSTRUED TO BE APERMIT FOR, OR
APPROVAL OF, ANY OTHER CHANGES OR VIOLATION OF THE BUILDING SAFETY CODES OR
OF ANY OTHER ORDINANCE OF THE CITY OF SPRINGFIELD:
ANY CHANGES OR ALTERATIONS made after the date of this review must be approved by the
Building Official.

Dear Dave,
As per our conversation on 11/26/03 with Don Moore of the City Building Department, 1
am submitting the following modifications to the approved pennit drawings as requested by
your office:
1) Revised floor plans sheets AI, A2, A3 @ 1st Floor, Mezzanine, and 2nd Floor with
details A/A4 & B/A4 on sheet A4.
2) It is understood that all ceiling protection will be satisfied with 5/8" TYP 'X'
Gypsum Board.
3) All walls will have 5/8" TYP 'X' Gypsum Board, as detailed in NA4 & B/A4, except
for the west wall of the Elevator Equipment Room, where two layers of 5/8" TYP 'X'

4) The Entry Foyer will be 4' -6" wide with a 1 hour fire rated door into the Elevator
