Memorandum
City of Springfield
Date: May 15,2007
To: 'Steve Hopkins, Planner II
From: Gary McKenney, P.E., Transportation Planning Engineer
Subject: SUB2007-00021 Norris/Williams Partition
The Transportation Division has reviewed the materials provided with the subject application.
The recommended findings and conditions outlined below are provided for your use in preparing
the land-use decision.
),-
General
Finding: The subject property is a 21,371-sfparcellocated on the north side of Main Street
(Map 17-02-35-31, Tax Lot #900). The parcel currently holds one single family residential unit.
Approval of this proposal would partition the property to create three parcels; the existing
residence would remain on Parcel 2.
Transoortation System Imoacts
Finding: Abutting the subject site to the south, Main ~treet is a 68-foot wide paved roadway
within an 80-foot wide ODOT right of way. The street is improved with curb/gutter, sidewalk,
and LPS street lighting. Average daily traffic on this street is estimated to be15,900 vehicle trips
per day.
Finding: Based on ITE Land Use Code 210 (Single-Family Detached Housing) full development
of two additional parcels with single-family residential use would generate 20 additional vehicle
trips per day and 2 PM peak-hour vehicle trip onto the surrounding street system. In addition,
assumed development may generate pedestrian and bicycle trips. According to the "Household"
survey done by LCOG in 1994, 12.6 percent of household trips are made by bicycle or walking
and 1.8 percent are by transit bus. These trips may have their origins or destinations at a variety
of land uses, including this site. Pedestrian and bicycle trips create the need for sidewalks,
pedestrian crossing signals, crosswalks, bicycle parking and bicycle lanes.
Finding: Existing transportation facilities would be adequate to accommodate the additional
volume of traffic generated by the proposed development.
R~<!Qmmenc;led Condition: None

Site Access and Circulation
Finding: Installation of driveways on a street increases the number of traffic conflict points. The
greater number of conflict points increases the probability of traffic crashes. SDC 32.080(1) (a)
stipulates that each parcel is entitled to "an approved access to ~ public street."
Finding: One existing driveway curb cut is located along the Main Street at the westerly
boundary of the site. The applicant proposes to utilize this driveway and a 26-foot joint use
access and utility easement for access to Parcels 1, 2, and 3. A previous curb cut along Main
Street at the easterly boundary of the site has been removed.
Finding: As conditioned below ingress-egress points will be planned to facilitate traffic and
pedestrian safety, avoid congestion and to minimize curb cuts on public streets as specified in
SDC Articles 31 and 32, applicable zoning and or overlay district Articles, and applicable
refinement plans.
Recommended Condition: Provide an approved 0001 Right of Way Approach Permit
prior to Final Site Plan approval.
Recommended Condition: Prior to final site plan approval, execute and record the joint-
use access easement as proposed for Lots 1, 2, and 3.
R~<!Qmmended Condition: Provide and maintain adequate vision clearance triangles at
the corners of all site driveways per SOC 32.070.
Please provide a copy o/the draft Decision/or my review prior to issuing thefinal decision.
