Steps in the Process:
1. The Applicant Submits a Pre-Submittal Meeting Application
The Pre-Submittal Application is mandatory. Please refer to the Springfield Fee Schedule for
the Pre-Submittal Application fee. The submittal package must conform to the application
completeness checklist attached to this form. You are required to submit 7 copies of the
submittal requirements packet for pre-submittal review. Pre-submittal meetings will be
conducted every Tuesday and Friday between 10:00 am and noon. We will strive to conduct
the Pre-Submittal meeting within five to seven working days of receiving the application.
2. Applicant and the City conduct the Pre-Submittal Meeting
We strongly encourage you, the owner and design team to attend the Pre-Submittal meeting.
The meeting will be held with representatives from Public Works Engineering and
Transportation, Community Services (Building), Fire Marshall's office, and the Planning
Division. The meeting will be scheduled for 30 to 60 minutes. The Planner will provide you
with a Pre-Submittal Checklist at the end of the meeting specifying the items required to
make the application complete-if it isn't already complete. You will then have 180 days to
make the application complete for submittal and acceptance by the City.
3. Applicant Submits a Complete Application
When you have addressed all of the items on the Pre-Submittal Checklist, please submit 18
copies of the complete application to the City. A fee will be collected at that time and the 120
day calendar review period will begin. When the Planner has prepared a draft land use
decision, the draft will be mailed/faxed to the applicant/owner/design team for their review.
At the applicant's request, the planner will schedule a meeting to review the draft with
appropriate staff if certain issues' need resolution before the final land use decision is issued.
Owner's Signature
This application will be used for both the required Pre-Submittal Meeting and subsequent
complete application submittal. Owner's signatures are required at both stages in the application
process. An application without the Owner's signature will not be accepted.

EXECUTIVE SUMMARY
ThIS report dIscusses a stormwater management plan to be Implemented m conjunctIon wIth a
land development project for Benson Development Company. The project sIte IS located at 58th
Street, SprIngfIeld, Oregon. The 0 42-acre property currently contams no bUIldmgs
The development proposes to partItIon the lot mto three mdIvIdual parcels and subsequently
develop these parcels wIth smgle famIly resIdences.
Stormwater management wIll be provIded by tIghtlmmg proposed roof runoff mto an eXIstmg
storm water conveyance system that IS located on 58th Street. Water qualIty wIll not be reqUIred
for thIS project.

EXISTING CONDITIONS
The GA2-acre project sIte IS currently vacant and takes access from 58th Street. The entlfe
property IS undeveloped and currently has a ground cover of grass. SIte topography IS relatively
flat.
58th Street IS constructed wIth a 5-foot sIdewalk, curb and gutter
Accordmg to the SCS SoIl Survey for Lane County the predommant soIl type on thIS SIte IS
Coburg-Urban land complex, hydrologIc group C, Symbol 32 (see appendIx for SoIls Map).

DEVELOPED CONDITIONS
The proposed development sIte area WIll mclude the entire sIte.
A jomt access, pnvate dnveway, IS proposed to provIde access to the new homes. The dnveway
wIll be 20-feet WIde, have an 18 foot dnveway apron and WIll be approxImately 130-feet long.
There IS no detentIOn or water qualIty proposed for thIS development project, per the Stormwater
Scopmg Sheet completed by the CIty of SpnngfIeld staff.
Roof and foundation drams WIll be tIghtlmed to the proposed 6-mch stormwater conveyance pIpe
along the northern property lme. ThIS storm water pIpe WIll flow east and connect mto the
eXIstmg curb mlet m 58th Street. The on-lot conveyance pIpe WIll be placed m a new pnvate
dramage easement for the benefIt of Lots 2 & 3. Due to the small amount of runoff generated
from the three homes, the 6-mch conveyance pIpe WIll have more than enough capaCIty for the
25-year ramfall event CalculatIOns are shown m the AppendIX
58th Street fronts the project SIte and IS currently Improved WIth a 5-foot SIdewalk, curb, and
gutter The WIdth of 58th Street IS approXImately 24-feet WIde, curb face to curb face No
frontage Improvements are proposed for thIS development project.

EROSION RISK ASSESSMENT
Due to the size of the area to be disturbed, the very mmor eXlstmg slopes on the property, and the
absence of environmentally sensitive areas, we assess the overall nsk category as LOW:
. Less than two acres wlll be disturbed.
. EXlstmg reSidences are located drrectly downstream of the subject property.
. Slopes generally are between 0% and 2%.
. The Coburg Urban Land Complex solls on the site has a "slight" eroslOn nsk on slopes less
than 15%.
. There are no cntical areas or buffers located on-Site, down slope, or With in a 14 mlle
downstream of the stormwater discharge pomt.
The followmg temporary eroslOn control measures are recommended at thiS time:
. Sllt fences may be reqmred to keep pollutants from mlgratmg out of the area of disturbance
and onto pnvate property. The use of the fllter fence shall be determmed at the pre-
constructlOn.
. A gravel construction entrance to prevent trackIng of debns onto public roads IS
recommended for thiS project to protect the public streets.
. A concrete wash area wlll be reqmred
. Temporary catch baSin m1et protection m the form of "blObags" wlll be reqmred on all
eXlstmg catch baSinS and curb mlets on the subject property and m the 58th Street vlcmlty
