The recommended findings and conditions outlined below are provided for your use in preparing the land-use decision. General Finding: The subject property is a 18,165< sfofland located east of 58th Street, north of North A Street (Map 17-02-33-41, Tax Lot #201). Approval ofthis proposal would create three parcels on the presently vacant lot. Transoortation Svstem Imoacts Finding: Abutting the subject site 'to the east is 58th Street, which is a 46 foot wide paved roadway within a 65 foot right of way, The street is improved with curb/gutter, and a street- abutting sidewalk. On the east side of 58th Street, across the street from the northeast and southeast comers of the property, are two low sodium street lights. Average daily traffic along this street is estimated to be less than 6200 vehicle trips per day. Finding: Based on ITE Land Use Code 210 (Single-Family Detached Housing) development of three parcels on the property would generate 30 additional vehicle trips per day and three PM peak-hour vehicle trips onto the surrounding street system. In addition, assumed development may generate pedestrian and bicycle trips. According to the "Household" survey done by LCOG in 1994, 12.6 percent of household trips are made by bicycle or walking and 1.8 percent are by transit bus. These trips may have their origins or destinations at a variety of land uses, including this site. Pedestrian and bicycle trips create the need for sidewalks, pedestrian crossing signals, crosswal~s, bicycle parking and bicycle lanes. Partitioning of the property as proposed would have no significant traffic impacts to the abutting street system. Condition: None Site Access and Circulation Findim!: Installation of driveways on a street increases the number of traffic conflict points. The greater number of conflict points increases the probability of traffic crashes. SDC 4.2-120(A)(1) stipulates that each parceJ is entitled to ".. . have an approved access provided...." SUB2008-00011 Benson Partition 3/20/2008 Page 2 of 2 Finding: The applicant proposes to create an 18-foot driveway within a 26 feet wide access easement which would serve all three parcels. Finding: As conditioned below ingress-egress points will be planned to facilitate traffic and pedestrian safety, avoid congestion and to minimize curb cuts on public streets as specified in SDC Sections 4 & 5, applicable zoning and or overlay district Articles, and applicable refinement plans. Recommended Condition: Prior to final plat approval, execute and record an irrevocable access easement for the Parcels 1, 2 & 3 as proposed. Recommended Conditions: Street trees and/or on-site vegetation shall be placed or relocated as necessary to maintain adequate vision clearance triangles at the corners of all site driveways per SDC 4.2-130.
