1. Applicant Submits a Site Plan Review Application for Pre-Submittal
· The application must conform to the SIte Plan RevIew SubmIttal ReqUIrements
ChecklIst on pages 4-7 of this application packet
· A pre-submittal meeting to discuss completeness IS mandatory, and pre-submIttal
meetings are conducted every Tuesday and Frrday, from 10 00 am - noon
· Planning DIvISion staff strrves to conduct pre-submittal meetings Within five to seven
working days of receiving an application
2. Applicant and the City Conduct the Pre-Submittal Meeting
· The applicant, owner, and design team are strongly encouraged to attend the pre-
submittal meeting.
· The meeting IS held WIth representatives from Public Works Englneenng and
Transportation, Community Services (Building), Fire Marshall's office, and the Planning
DIVISion and IS scheduled for 30 to 60 minutes
· The Planner provides the applicant With a Pre-Submittal Checklist specifying the Items
required to make the application complete If It IS not already complete, and the
applicant has 180 days submit a complete application to the City
3. Applicant Submits a Complete Application, City Staff Review the Application and
Issue a Decision
· A complete application must conform to the SIte Plan ReVIew SubmIttal ReqUIrements
ChecklIst on pages 4-7 of this application packet
· A Type II deCISion, made after public notice, but Without a public hearrng, unless
appealed, IS Issued Within 120 days of submittal of a complete application
· Mailed notice IS prOVided to property owners and occupants Within 300 feet of the
property being reviewed and to any applicable neighborhood association In addition,
the applicant must post one sign, prOVIded by the City, on the subJect property
· There IS a 14-day public comment perrod, starting on the date notice IS mailed
· Applications are dlstrrbuted to the Development ReView Committee, and their
comments are Incorporated Into a deCISion that addresses all applicable approval
cnterra and/or development standards, as well as any wntten comments from those
given notice
· Applications may be approved, approved With conditions, or denied
· At the applicant's request, the Planner can prOVide a copy of the draft land use deCISion

REQUIRED STORMW ATER SCOPING SHEET USE POLICY:
In October 2003, Sprmgfield PublIc Works released a tnal "stormwater scopmg sheet," provIded to help
engmeers and developers meet stormwater reqUIrements m the Spnngfield Development Code (SDC) and
Engmeenng DeSIgn Standards and Procedures Manual (EDSPM) After a five month trIal penod, It became
apparent that users of the scopmg sheet submItted much more complete applIcatIOns than non-users An
added bonus was a decrease m the overan reVIew tIme spent on the applIcatIOns, resultmg m qUIcker notIce
of deCISIons
As a result of the benefits of the scopmg sheets, the CIty has decIded to make theIr use a mandatory process
As of AprIl 12, 2004, the use of stormwater scopmg sheets WIn be reqUIred for an applIcatIons whIch reqUIre
development reVIew An applIcatIOns submItted to the CIty shan provIde four (4) copIes of a completed
stormwater scopmg sheet WIth the applIcatIon packet Attached WIth thIS letter IS the latest verSIOn of the
scopmg sheet, whIch reflects changes requested by the development commumty
PLEASE NOTE: SUBMITTED APPLICATIONS WILL NOW BE REQUIRED TO SUBMIT A
COMPLETED STORMW A TER SCOPING SHEET, STORMW A TER STUDY AND PLANS IN
CONFORMANCE WITH THE SCOPE REQUIREMENTS
DIRECTIONS FOR USING STORMW ATER SCOPING SHEETS ARE AS FOLLOWS:
1. Obtain scopmg sheet from applIcation packet, cIty webslte, or other locatIOn
2. Fill out project mformation (top half of front sheet) prior to commencement of work on stormwater
study (note: do not SIgn scoping sheet until It IS receIved from the CIty WIth reqUIrements checked).
3. Mall, fax, or emaIl all pages to: CIty of Sprmgfield, PublIc Works Dept., Attn: Matt Stouder
4. Receive completed scopmg sheet (filled out by t,he CIty) indlcatmg mmimum reqUIrements for a
complete stormwater study
5. Include four (4) copies of complete scoping sheet (sIgned by engmeer at the bottom of page 2),
stormwater study and plans that comply wIth the minimum reqUIred scope with submittal of
applIcatIon packet. The scoping sheet shall be included as an attachment, mSlde the front cover of
the stormwater study.

Overview
This project IS for the replacement of fire station #16, located at 68th and Main Streets
(6853 main Street, Springfield, OR 97478) The station was closed In 2006 due to mold
related Issues and the firefighters have been In temporary trailers since then The
eXisting faCIlity IS a Single-story bUilding With a 4,847 square feet footprint It was
deSigned to accommodate 3 firefighters per shift The new faCIlity IS a two story deSign
With a footprint of 5,635 square feet which Will accommodate 6 firefighters per shift The
equipment Will remain the same With 1 ambulance, 1 fire engine, and 1 of each as
reserve apparatus The project IS scheduled to begin construction In June 2008 and Will
take approximately 9 months to complete
Site plan elements
The site has histOrically experienced Issues With storm drainage and mOisture problems,
which contributed to the mold problem A geotechnical report was conducted to assist In
solutions for thiS problem A French drain and a blo-swale Will be Installed along the
south property line to divert storm water run off from the hili A main sanitary sewer line
runs through the back parking lot and Will remain as a cost saving measure The
associated easement IS 10' Wide Will allow adequate area for the maintenance of the line
but Will not unduly Impact the function of the site The bUilding has been slightly rotated
to denote the public entry from the corner of 68th and Main Street, to allow easier
apparatus maneuvering and to re-use the eXisting front concrete apron The bUilding
has been deSigned as a two story faCIlity to allow for future expansion, and to clearly
separate the liVing area from the remainder of the bUilding The pitched roof Will allow
the mechanical equipment to be mounted inSide the bUilding, Will Increase the life of the
roof and Will help the bUilding to blend Into the eXisting neighborhood

Parking
There are 15 parking spaces within the secured portion of the site This will
accommodate the on-duty staff as well as the shift change In addition, there IS one
ADA parking space and three public parking spaces near the main entry for public use
Histoncally fire stations do not have a lot of public vIsitors, so parking requirements are
minimal There IS an In house locked storage for staff bicycle and a lock up bicycle area
near the public main entry (building lobby) Again the number of bicycle parking spaces
proVided IS Similar to the current conditions However the new deSign provides a more
distinct separation between the public and the secured parking areas
BUilding
The bUilding requires a minor vanance for height The Standard height In the current
reSidential zoning IS 30 feet and SDC 5 21-125 allows an Increase of 30% With a minor
vanant As shown, the bUilding IS 39 feet at the mid-pOint of the slope of the roof ThiS
allows for a pitched roof and allows for the HVAC eqUipment to be Installed In the attiC,
screened from the public which helps blend the bUilding more With the eXisting
neighborhood We have used asphalt composition shingles, cement lap Siding, Vinyl
Windows, and a bnck wainscoting to give the bUilding a more residential scale and
appearance
The bUilding Incorporates elements from the FIERO (Fire Industry EqUipment Research
Organization) deSign symposium We have Increased the bay doors In height to
accommodate the largest truck the department currently has running
Outdoor Lighting
The extenor lights are the minimum needed to serve the bUilding well, and yet respect
the neighbors All fixtures Will be fully shielded and directed downward, as required by
the Spnngfleld Development Code
Summary
The proposed station fits Into the neighborhood and respects ItS neighbors The new
bUilding reflects the function and space requirements of a modern fire station and does
not change the staffing or equipment currently eXisting on the site Fire Station #16 has
been a good neighbor for nearly 30 years and the new station Will continue that tradition

wall without the need of a separate support arm The multifaceted arc
Image duplicating optical systems provide IES Types I II, III, IV and V

an optically clear tempered flat glass lens The lumlnalre IS completely
sealed and gasketed preventing Intrusion from mOisture, dust and Insects
The Gullwlng luminaires are finished with a fade and abraSion resistant
TGIC powdercoat
HOUSING A one piece dlecast aluminum housing mounts directly
to a pole or wall without the need for a support arm The low profile
rounded form reduces the effective projected area of the lumlnalre to only
12 ft2/11 m2
LENS ASSEMBLY A single piece dlecast aluminum lens frame
hinges down from the housing and IS secured by a stainless steel lanyard
and hinge pin
An oplically clear, heat and Impact resistant tempered flat glass lens IS
mechanically secured with eight retainers The electncal and optical chambers
are thoroughly sealed with a one piece memory retentive hollow core EPDM
gasket to prevent IntrUSion by mOisture, dust, and Insects
OPTICAL SYSTEMS The segmented optical systems are
manufactured from homogenous sheet aluminum which has been
electrochemically brightened, anodized and sealed The multifaceted
arc Image duplicating systems are designed to produce IES Types I
(1), II (2XL), III (3XL) IV (4XL), and V (0) With the 2XL, 3XL and 4XL
luminaries, the reflector facets form a COnical fan around the arc tube
with each facet positioned to be precisely tangent to the top of the arc
tube
The lampholder IS glazed porcelain with a nICkel plated screw shell
Position oriented mogul base sockets to accept high output hOrizontal
metal halide lamps are supplied standard
Fluorescent lummalres use a Medium Throw reflector with a Sohte@glass lens (MTS)
ELECTRICAL All electncal components are UL recognized, factory
tested, and mounted on a unitized plate with qUick electncal disconnects
