1. EXECUTIVE SUMMARY
This Storm Drainage Report has been prepared for the proposed Spnngfield Fire Station No 16 (FS)
replacement located southeast of the intersection of Main Street and 68th Place In Spnngfield, Oregon, This
report presents the results of the hydrologic and hydraulic analysIs for the new development and descnbes
proposed storm drainage Improvements that will meet or exceed City of Spnngfield storm drainage cntena and
standards,
2. EXISTING CONDITIONS
2.1. Description of Pre-Development Site
The Spnngfield FS property is approximately 1 acre total In size and located at the eXisting Springfield
Fire Station site In Spnngfield. The site IS bounded by 68th Place to the west, residences to the east
and south, and Main Street to the north,
The Lane County SOIl Survey indicates the following sOil types are present on the site'

2.2. Pre-Development Drainage
The eXisting site conditions pnmanly rely on overland flow to catch basins connecting to the public
system In 68th Place and Main Street. There are two catch basins located In the parking area to the
south of the bUilding, one to the west of the bUilding, and a trench dram at the end of the dnve to the
north, bordenng Main Street
3. PROPOSED DEVELOPMENT
3.1. Description of Proposed Development
The proposed Springfield FS development area IS approximately 1 acre and consists of a fire station,
vehicle wash area, and the associated parkmg lot areas and sidewalks.
4. HYDROLOGIC ANALYSIS
4.1. Computer Modeling
Several spreadsheets based on the Santa Barbara Urban Hydrograph Method are used m the
calculation of this report, These spreadsheets were used for the conveyance and peak runoff
calculations,
The spreadsheets used for the water quality calculations meet the cntena outlined m the City of
Portland's SWMM and have been approved by the City of Portland Bureau of Environmental Services
(BES) on similar projects KPFF has completed in the past Date Received:

4.2. Post-Development
Curve numbers for Impervious and pervious areas used In the computations were 98 and 80,
respectively based on a Type 1-A rainfall dlstnbution, 24-hour storm duration
The drainage basins are Identified In the Basm Map drawing, ST-1 found in Appendix A Impervious
and pervious areas were calculated uSing the proposed site plan drawings.
5. PROPOSED STORM DRAINAGE IMPROVEMENTS
The proposed Improvements for the Spnngfield FS will meet or exceed all requirements of the Spnngfleld
Development Code and the CIty of Spnngfleld PublIC Works Engmeenng DesIgn Standards and Procedures
Manual (EDSP),
The proposed storm drainage system consists of surface Inlets to collect surface runoff and an underground
storm drainage pipe network to convey the collected runoff as shown In the Storm Uttltty Map drawing, ST-2
found In Appendix A, Bloswales and water quality catch basins provide water quality treatment of the site
Impervious surfaces, The pnvate on-site storm drainage will connect to the proposed public storm drainage
system at the property line.
5.1. Water Quality
Sioswales
Approximately 35% of the non-building rooftop (NBR) stormwater runoff from the Improvement area of the
site Will be treated uSing bloswales, Bloswales are long narrow landscaped depressions used to collect and
convey stormwater runoff, allOWing pollutants to settle and filter out as the water Infiltrates Into the ground or
flows from one bay to the next through the facIlity After the water IS filtered through the swales, the water IS
collected In ditch mlets and conveyed to the public storm system, All bloswales are designed and sized In
accordance With the BES method or SWMM Simplified Approach uSing the SIMs form It should be noted
that the northern swale does not receive any runoff from paved vehicle areas and, therefore, IS sized for
volume rather than treatment
Details for the bloswales are on sheet C6.3 of the site review plans, which are Included In Appendix A, The
complete water quality calculations and worksheets for the basins are In Appendix D of thiS report
Stormwater Filters
Approximately 65% of the NBR for the Improved area of the site Will be treated With watD.~eived:
basins Details for the water quality catch basins are provided on sheet C6 0 of the site review plans, which

The conveyance system IS designed to convey the stormwater runoff peak flows of 25-year storm event or
greater Pipe sizes and slopes shown on plans reflect the results of the calculations The complete
conveyance calculations and worksheets are In Appendix C of this report.
