Received DSD/PW FROM: Ron Frieh 7290 Holly street Springfield, Oregon 97478 (541) 744-1619 RE: A letter of complaint - Moisture Barrier Hand Delivered - August 25,1997 I am writing this letter of complaint regarding the absence of a moisture barrier. When the cement contractor poured the home's garage concrete floor, a moisture barrier was not placed between the concrete floor and where it contacts the wood framing. The wood framing in this area of the home is the major supporting component Of the roof. In addition, the wood framing is in direct contact with the soil. Wood that is not protected from moisture will decompose, In addition, moist wood is a favorable habitat for organisms such as termites, ants, etc, Should any adverse condition develop in this area Of the home because Of moisture, its effect will be magnified throughout the upper floor because it is a load bearing wall. Further, the presence of water is great in ttiis area because of the many springs on the hill side. I am requesting you to inspect the garage cement floor and send me written documentation regarding why it is permissible not to use a moisture barrier between (1) cement and wood framing and (2) the soil and wood framing, I expect a written reply regarding this issue within five working days, Thank you. cc Mike Kelly, City Manager, springfield, Oregon Frank Hotchkiss, City of springfield personnel Director Harold Gillis memo: 97-16-8-25
