Findinos of Fact
Reouest
The request is for a Lot Line Adjustment to reduce the size of Assessor's Map#
17-02-19-00, Tax Lot 100 and to increase the size of a portion of Assessor's Map#
17-02-19-41, Tax Lot 200,
Backoround
The two lots in this application were involved in previous partition applications
approved by the City (the Wheeler lot, a portion of Tax Lot 200 - Parcel 3 - created
by Jo. No. 89-05-79 and the Henderson lot, Tax Lot 100 created by Jo. No. 88-09-56).
Currently the Wheeler lot is approximately .6 acre; the Henderson lot is
approximately 3.7 acres. '
Criteria of Aooroval (Ref, Section 33,040 of the Springfield Development Code)
The lot line adjustment does not:
1. Create a new lot or land-locked parcel;
No new lot or land-locked parcel is proposed to be created, Two lots existed
prior' to this application; two lots will exist upon approval of this
application. Both lots will have direct access to public right-of-way.

2. Reduce an existing lot below the minimum dimensions established by the
applicable zoning district or otherwise violate the standards of the Springfield
Development Code, or Structural Specialty and Fire and Life Safety Code
standards;
The Wheeler lot is outside of the City Limits, within the Urban Growth Boundary
and is zoned Low Density Residential/Urban Fringe 10. The Henderson lot is
outside of the City's Urban Growth Boundary and zoned AGT with a floodplain
overlay. The minimum lot size in the City's residential districts is 4,500
square feet. The increased size of the Wheeler property (approximately 2.13
acres) far exceeds the minimum lot size standard for residential districts.
However, the Henderson property which is proposed to be added to the Wheeler
property (approximately 1.53 acres) cannot be developed for urban use because it
is outside of the City's Urban Growth Boundary and in the floodway. Approval of
this request will not violate the standards of the Springfield Development Code,
or Structural Specialty and Fire and Life Safety Code standards.
3. Impede the implementation of adopted transportation or public facilities plans;
and

public facilities plans. Both properties have access to Hayden Bridge Road,
Full public facilities must be available at the time of annexation.
4. Violate any previous requirements or conditions the Approval Authority may have
imposed at a prior public hearing or meeting.

Decision
The request complies with the criteria of approval specified above. The applicant has
submitted 'a survey showing pins set and legal descriptions of the two larger lots. These
two items would have been conditions of "Prel iminary Approval". Therefore, both
Preliminary and Final Approval are granted at this time.

An appeal of this decision may be filed by an affected party with the Development Services
Department within 10 calendar days of the date of this letter (Ref. Article 15 of the
Springfield Development Code). Any action taken pursuant to Development Approval before
the 10 day appeal period has elapsed shall be solely at the applicant's risk. '

Additional Information
The City does not record lot line adjustment maps. Therefore, you should request that the
Lane County Department of Assessment and Taxation combine the property being transferred
into the same tax lot as the recipient lot. The recipient lot should then be considered
as a consolidated single land unit for tax purposes.
