Proposed Use: Church meetings I Offices City Job #910065 At your request, the Springfield Building Safety Division conducted an inspection of the building(s) at the above address. The purpose of the inspection was to determine the suitability of the building(s) for the proposed use as indicated. Based on the proposed occupancy, the existing conditions which are mentioned below do not meet the minimum Building Safety Code requirements, Corrective measures must be taken prior to occupancy. to install, repair, replace or modify the following items in order for the building to conform to applicable safety codes: Structural 1. The proposed use for this building is church meeting rooms and offices. For this use the building will be classified as a group A3 occupancy for the large meeting room and as a group 82 occupancy for the reception and office areas. These occupancy classifications are based on our understanding that the facility will be used for periodic meetings not to exceed 4 hours in any 24-hour period. The front and side passage doors shown on your plans will satisfy this requirement as long as each door is at least 36" wide and 80". high. Both doors must open in the direction of exit travel and shall be provided with panic type hardware, except that the main exit door may have standard door key-locking hardware, provided there is a readily visible durable sign adjacent to the doorway stating "This door must remain unlocked during business hours". 3. The sliding glass door at the northwest corner of the assembly room shall not be permitted to remain as a door serving the assembly area. A guardrail, with intermediate railings spaced not more than 6" apart, installed across the door opening at a height of at least 30" above the floor may be installed to serve as an adequate barrier to allow this door to remain effectively as a window. 4. Stairs having more than one riser, such as the one between the kitchen and the large meeting room, shall have at least one handrail located at a height which is between 34" and 38" above the nosing of the treads. 5. The west building wall must be protected' by a one-hour fire wall, including a parapet wall which extends a minimum of 30" vertically above the roof surface. The gable' attic vent shall be removed from this wall and replaced with other roof vents to maintain a minimum total attic ventilation area of 1/150th of the horizontal attic area served by the vents, 6. The existing residential kitchen facilities are not approved for the preparation of meals in this proposed meeting facility, The kitchen may be used only to warm up foods which are previously prepared at other locations. 7. Provide a minimum of one fire extinguisher with a rating of 2-A, 10 B:C. Install, the extinguisher in a plainly visible and accessible lOcation with the top of the extinguisher between 3 to 5 feet above the floor level. Plumbing 8. Open front toilet seats must be prOVided .on toilets which are intended for 'use by unrelated persons in this building. Sanitary fixtures shall be divided equally between males and females in this facility. 9. The existing septic system, which includes a 900 gal. septic tank "and and approx 169 ft. of drainfield line, will be adequate to serve the occupant load of the proposed change in use for the building, as long as the facility is used on on a periodic basis for meetings as discussed above. Please submit plans to this office for the portions of the building you wish to rebuild, replace, modify or expand prior to commencing construction on the property. Your plans will be reviewed for conformance to the applicable requirements, before the required permits will be issued.
